The Deputy Head of the MON present answered questions from Members of the Civic Coalition about the impact of the decision of the erstwhile Minister of Defence on Poland's defence capabilities.
At the Friday session of the Sejm, Members of the civilian Coalition – Andrzej Szewiński and Paweł Suski – addressed questions to the Minister of Defence about declassified and revealing fragments of the country's defence plans. Last September, the then head of the MON in the government of the United Right published on social media part of 2 documents: “Plan of usage of Armed Forces of the Republic of Poland WARTA-00101” and “Concept of Operation for the Plan of usage of Armed Forces of the Republic of Poland WARTA-00101”.
Such papers developed by Polish Army planners are classified. And it is precisely about the possible breach of powers erstwhile deciding to declassified them and then to make them public that the prosecution is investigating. "This decision was unprecedented and violated the provisions of the Act, according to which the protection of classified information is simply a key component of national security," wrote the Public Prosecutor's Office in its Communication. On February 5 of that year, Adam Bodnar, Minister of Justice, was asked to waive his parliamentary immunity to Mariusz Błaszczak. This proposal awaits Parliament's vote.
Cezary Tomczyk, Secretary of State at the MON, answered the questions of Members on behalf of the head of the MON today. – Minister Mariusz Błaszczak declassified and revealed parts of the country's defence plans against the law and interests of the Polish Republic," he stated in his speech. "This is not a question present "whether it affected defence issues," he added. According to Tomczyk, the erstwhile minister revealed secret papers in the interests of his party, in the course of last September's election campaign.
The deputy chief of the MON recalled that not only the country's current defence plans are classified, but besides the archival ones, at least until the conditions for their creators cease to exist. He besides informed that the plans which Mariusz Błaszczak revealed were drawn up on the basis of the Political and strategical Defence Directive of the Republic of Poland, which was adopted in 2009 by president Lech Kaczyński. – This paper is the foundation for further planning and operational action. It is the basis for developing more detailed plans for the usage of the armed forces, which mention straight to the scenarios for the improvement of the situation," said Tomczyk. In his view, the variant of the plans is crucial in the context of the communicative of Mariusz Błaszczak, who, in his electoral campaign, accused his predecessors of "wanting to give part of the country without a fight". “The plans for the usage of the military are not developed in 1 variant, but Minister Błaszczak did not mention this,” added the politician.
Cezary Tomczyk reported that "the search for a suitable part of the plan took 2 days" and that the process involved, among others, Agnieszka Glapiak, at the time a associate of the National Broadcasting Council. As the vice president of the MON added, fragments extracted from secret papers were then to be copied on uncertified office equipment. – Speaking of the harm caused by the disclosure of the plans, it is impossible not to mention that they provided a feed for the actions of Russian propaganda," said Cezary Tomczyk.
