Former manager of the Polish Agency for Enterprise improvement Katarzyna Duber-Stachurska publically indicated that the Ministry of Funds and Regional Policy was liable for the confusion around the HoReCa KPO programme. As he claims, the ministry approved all procedures, criteria and papers and even supervised the implementation of the programme daily.
