The Estonian authorities stressed that Russia had not fulfilled its obligations under the pension insurance cooperation agreement. From the beginning of the year to April, the Russian pension authority did not make any payments to Estonia.
As a result, almost 4,000 people surviving in Estonia and receiving pensions from Russia did not receive their benefits.

The MFA besides reported that Russian pensioners surviving in Estonia who have been affected by late payment of benefits may apply for benefits from local authorities if necessary.
The pension received from Russia ranges from little than EUR 15 to EUR 2.8 thousand. In Estonia's over 1.3 million inhabitants, the Russian number accounts for about 25 percent of the population.
