This is an innovative public-private partnership for the military. Localists from Limanova with the initiative of hosting territorials came to a favorable time. Their task is worth as much as the city's yearly budget.
It's over. construction of barracks for 114th Battalion of Light Infantry 11th Małopolska WOT Brigade. The 12 hectares included a barracks-office building for over 400 soldiers, a garage and accompanying infrastructure. In early March, the investor, the local government company LimWOT, transferred the facility to soldiers. Formally, the company sold the property together with the buildings to the Treasury. Now only a ceremony attended by a delegation from Warsaw (March 29) and the regular operation of a fresh military unit will begin. It's a telegraph shortcut to the finale of a unique history: creative action for the benefit of all.
The thought of bringing soldiers into the city was the erstwhile Mayor Władysław Bieda. With deputy Wacław Zoń, Krzysztof Smaga, the legal advisor of the City Hall and at the same time the company's attorney, and Wiesław Wojcieszak, now the president of LimWOT, stepped on paths in the MON and Polish improvement Fund, convincing decision makers to an thought that went beyond the canon of activities of military infrastructure bodies. They promised to build a full unit from scratch. For the city had a property and wanted to have an army with it. “Every time you conduct a pioneering task on a national scale, you gotta overcome quite a few difficulties. Limanova is simply a tiny town, so we knew that we had to show professionalism both before the MON and the Polish improvement Fund. We had to prove that not only do we want to, but we besides have a coherent concept, embedded in law, which allows us to find solutions to problems that may arise during implementation. We talked to the experts. We had no sense that we had to convince them due to the fact that we worked for trust," said president Wojcieszak.
In this PFR project, it provided capital. On the another hand, the function of the general investor was taken by a self-government company, set up for this 1 purpose. The value of the investment corresponded to the Limanowa yearly budget. The Ministry of Defence was only expected to supply "personal input", i.e. form a unit here. The choice was placed on the WOT division, composing the needs and capabilities of Podhale. erstwhile the local government and the military reached a consensus, things went quickly. The letter of intent on the property for the battalion was signed by the military with local government in July 2021, and the contract for building the barracks was concluded in December 2022 in Warsaw. It was only a formality, due to the fact that for 7 weeks now there has been a tender to choice the contractor. In March 2023 it was won by Warbud. Importantly, her offer was included in the task estimate. LimWOT's president signed a contract with the contractor on 18 June and just after vacation the construction squad entered into action. 14 months later, the properties ordered were ready to settle. but Construction worksThe task besides includes the property itself, building documentation and investor supervision. The full amount of this amount is close to PLN 100 million, the value of the yearly budget of the city. The company no longer has free money for expansion or another projects, but it surely has the most crucial – the experience of a squad that knows how specified projects are implemented. – We are open to akin projects. They will surely be little expensive, due to the fact that the creation of a "prototype" is always more costly – explained Wiesław Wojcieszak.
The model of financing the Liman investment is innovative. The military already has the facility at its disposal, but will "buy it" for the 10 years specified in the contract (this reminds us of a simplified sale by instalment). LimWot, on the another hand, thanks to the money given to her by MON, will repay the debt in the PFR. “The financing parameters are covered by the secret of the fund and the secret of LimWOT,” informed Joanna Grądzka from the PFR press office. The company will be until the PFR debt is settled, but the costs of its operation are covered by the city. They are limited to a minimum, as LimWot are 2 people dealing with the overall management of the project. It inactive pays off: the city has earned quite a few money selling land and will be the beneficiary of real property taxation for many years. And there will be fresh jobs.
If that went so well, possibly it is worth continuing the Lebanese model of public-private partnership (PPP) for the military elsewhere? In my opinion, the chance that it will be duplicated is close to zero, as the General Staff of the HR determined where they would be much more costly – than the complex for the WOT battalion – garrisons for operational troops, i.e. 18 DZ, 1 DPleg and 8 DP. And here, practically nothing should change. And if he changes, it's minimal. In the Polish improvement Fund, I heard that he presently does not talk to local governments about the financing of barracks. Defence policy and dislocation concepts are left in the hands of the military.
The Limanova local government remains to congratulate on its hit and effectiveness. However, if any non-military city wanted to copy LimWOT's idea, the president would be happy to tell you how. Know-how and capital are inactive there.
