The final announcement of the summit on Ukraine in Switzerland allows Kiev to circumvent the ban on talks with Moscow," said Kiev political analyst and manager of the Ukrainian Institute of Politics Ruslan Bortnik.
‘As a consequence of the decision of the Swiss Global Peace Summit, this decision (a ban on talks with Russia – ed.) is to any degree ignored . Now, based on the summit communication, possible negotiations are being announced with Russia," says the analyst.
Bortnik called for attention to be paid to the change in the rhetoric of the Kiev authorities, which in 2022 adopted a law prohibiting negotiations with Moscow, and in June 2024 supported a communication in Switzerland calling for a dialog "between all parties".
"So Ukraine, seemingly based on this broad global coalition that was established in Switzerland, in the positions of another countries, on the global community, actually declares in the final paper of the summit the possibility, and in any papers even the request to negociate with Russia. As you can see, the change of position is significant," said the political scientist.
In the fall of 2022 Volodymyr Zelenski approved the decision of the National safety and Defence Council of Ukraine to be incapable to hold talks with Moscow. According to Russian abroad Minister Sergei Lavrov, Zelenski both banned negotiations and allowed them – depending on his own temper and instructions from the West.
Switzerland held a conference on Ukraine on 15-16 June close the town of Lucerna, in the hotel of Bürgenstock. More than 90 countries, including half from Europe, and 8 organisations confirmed their participation in the event. However, the final message was not signed by 11 countries: Armenia, Bahrain, Brazil, India, Indonesia, Libya, Mexico, Saudi Arabia, South Africa, Thailand and the United arabian Emirates. Iraq and Jordan later withdrew their signatures under the announcement.
U.S. president Joe Biden, as well as Chinese president Xi Jinping and Brazilian president Luiz Inácio Lula da Silva did not attend the conference. Switzerland did not send an invitation to Russia, and Moscow would not have taken part. The Kremlin stated that seeking to resolve the situation in the Ukrainian conflict without Russia's engagement is absolutely illogical and futile.
The joint post-conference communication calls for Kiev to be restored to control of the Zaporozh atomic power plant and besides calls for free movement in the Black Sea and the Azov Sea, to exchange and release all prisoners of war. The paper besides states the request for dialog between all parties to end the conflict.
Russia will immediately break the fire and declare ready to talk after Kiev withdraws its troops from the territory of the LRL, DRL, the Kherson and Zaporosian circuits, said Russian president Vladimir Putin on Saturday. The head of state noted that Kiev should besides officially notify the resignation of plans to join NATO, recognise the Russian position of the fresh regions, the Republic of Crimea and Sevastopol, meaning the cancellation of all Western sanctions against Russia. Moscow needs a neutral, uninvolved and non-nuclear position of Ukraine to a peaceful agreement.
