
In an interview given to the British state broadcaster BBC Volodymyr Horbulin – called the "father of the Ukrainian atomic program" – he proposed an ambitious initiative, part of which would be Poland. According to Horbulin, our country could launch its own atomic programme in cooperation with Ukraine and the Baltic countries. Ultimately, the region of the alleged Baltic-Black Sea Bridge would, according to Ukrainian vision, construct 4th generation atomic warheads akin to American thermonuclear bombs.
How to guarantee the safety of Central and east Europe erstwhile and for all? According to Volodymyr Horbulina Poland, Ukraine, Lithuania, Latvia and Estonia should launch a joint atomic programme and yet construct their own atomic weapons.
A prominent Ukrainian scientist, called the "father of the atomic programme" of the country, believes that the coalition of these countries could jointly make a atomic arsenal that would extend the "stability zone" to this part of Europe.
According to Horbulin's proposal in an interview with the BBC, the coalition would get fourth-generation atomic warheads that could replace the strategical missiles presently being used. The scientist utilized here the example of the American fusion B61 bomb, which allows to regulate the blast force – it can be utilized both in strategical form (with more force of destruction) and tactical (with little force of destruction) atomic missile.
Let us remind you that Ukraine was a atomic weapon holder for a time. The Kiev atomic arsenal inherited after the collapse of the russian Union in the early 1990s. Later, however, as a consequence of the signing of the celebrated Budapest Memorandum of 1994, the Ukrainian authorities abandoned atomic weapons in exchange for guarantees of defence against atomic attack by any of the powers.

Volodymyr Horbulin was born in 1939 in Ukrainian Zaporozh (then part of the russian Union). In his life, he did not only discipline but besides politics. However, the visionary is most associated with the Ukrainian space and atomic manufacture – he is called the "father of the Ukrainian atomic program". From 1992 to 1994, he was the head of the National Space Agency of Ukraine and then the secretary of the National safety and Defence Council of Ukraine. In addition to his awesome career, Horbulin besides has a very large technological achievements for which he has been awarded many awards. Ukrainian besides served as editor-in-chief of the magazine “Strategic Panorama”.
