On Saturday, Małgorzata Paprocka, head of the Chancellery of the president of the Republic of Poland, announced that Jacek Siewara, the erstwhile head of the National safety Bureau (BBN), had resigned from his duties. This decision raised many questions, especially as it only takes six months before the end of president Andrzej Duda's word of office. The authoritative reason for resigning is Siewiera's individual plans related to the scholarship at Oxford University.
Scholarship in Oxford as the main reason for leaving
According to Małgorzata Paprocka, Jacek Siewara decided to take advantage of a previously awarded technological scholarship at the University of Oxford. “Newsweek” reports indicate that this decision was a consequence of force from the university, which after respective years of adjournment was expected to put up an ultimatum: either Siewiera will take a survey or lose the chance to benefit from the scholarship. As the magazine interviewer reveals, “Siewara decided to leave the BBN in order not to lose this opportunity.”
However, specified a decision may be controversial. "It is hard to defend yourself against allegations that this is embarrassing for the President," 1 of the sources of "Newsweek". Imageably, the situation may propose instability among key colleagues of the head of state.
Relations between the president and Siewiera

The problems were to arise, among another things, from Siewiera's talks with Władysław Kosiniak-Kamish, the leader of the PSL, about a possible start in the presidential election as a candidate for the 3rd Way. Jacek Siewara, on the another hand, was to have reservations about the deficiency of engagement of Andrzej Duda in the improvement of the command strategy of the army, which was 1 of the key topics in the agenda of BBN.

Jacek Siewara took over as head of the National safety Bureau in 2022, being 1 of the youngest leaders of this institution. During his word of office he dealt, among others, with issues related to the modernization of the army, global cooperation in the field of defence and strategical analyses in the context of the war in Ukraine.
Although his departure may be seen as unexpected, it highlights the challenges of maintaining stableness within state structures. The decision to leave before the end of the presidential word surely affects the image of this institution.

The name of the fresh head of the BBN has not yet been given. In view of the tense global situation and interior challenges of the Army Command System, the appointment of an appropriate candidate for this position will be crucial to the functioning of the National safety Office.
