The main nonsubjective of the task is to improve the safety and resilience of people affected by conflict in the east and south Ukraine by restoring access to basic services, strengthening protection activities and recovery opportunities and enhancing the capacity of local actors and institutions to respond to current and emerging needs.

About 10,614 people will gain better access to safe and sustainable water-sanitary services through reconstruction and modernisation of water supply infrastructure and heating networks, as well as restoration of water sources and rehabilitation of key facilities. Those in request will besides receive support through the implementation of energy-efficient solutions for local systems and the distribution of basic hygiene kits through Interagency Assistance convoys, which will contribute to improving surviving conditions and the continuity of key services to conflict-affected populations.

Another nonsubjective of the task is to improve access to safe, inclusive and resilient local community support services through the renovation and modernisation of safety services facilities, including integrated shelter activities (Shelter) and WASH, and to adapt facilities to the needs of people who request support in everyday life. This aid will cover about 4,700 people. The task will besides support the implementation of sustainable energy solutions in order to increase functionality, accessibility and long-term operational capacity of these facilities for susceptible and affected individuals.

Cash transfers will be utilized to cover the basic needs of households resulting from surviving conditions in frontal areas, post-attack crisis situations and another crisis risks for about 500 people. Assistance will be provided in an orderly and transparent manner, in accordance with circumstantial strategical priorities, so that it remains based on real needs, flexible to changing contexts and targeted at the most susceptible households affected by the crisis.

In addition, around 6,900 people will receive comprehensive protection support including case management, psychosocial support and legal assistance to susceptible groups in front, late liberated and advanced hazard communities. Support will cover women, the elderly, people with disabilities, children and recently displaced households. The services will be provided by mobile field teams and specialised personnel in the Cherkov, Mikołajowski and dęciepropetrovsk circuits. Reinforced pathways to applicable services and coordination with local service providers will supply timely, continuous and multisectoral assistance in line with standards of protection and support for intellectual and psychosocial health.

Finally, at least 3 local partners will receive grants and tailor-made support to strengthen organisational capacity so that they can proceed and make community protection, social cohesion and support for livelihoods in areas affected by the crisis. Through cooperation with Ukrainian non-governmental organisations – BCRD, Zdorovi and DAAS – the task will contribute to strengthening the local humanitarian consequence by supporting legal and psychosocial assistance, providing accessible and inclusive services, supporting frontline workers and strengthening the resilience and livelihood of susceptible households, in peculiar households run by women and affected communities.

In total, the aid will scope 22,714 people.
