When Russia invaded Ukraine on February 24, 2022, Ukrainians began to cross the Polish border massively and without any legal or sanitary controls. As a result, we have experienced “enrichment” of their crime, terrorist attacks and HIV, which is much wider in Ukraine than in Poland. The PO-PiS authorities presented these people as "war refugees", although only a tiny part of them applied for asylum. Now that number has started to grow, and there's a reason.
Ukrainians began mass asylum applications in Poland. It's about avoiding a military draft. According to authoritative data, only by the end of June 2025 8500 foreigners applied for global protection (so-called asylum). As many as 77% of them are citizens of Ukraine and Belarus. Ukrainians submitted over 5,000 applications, Belarusians – 1600, and Russians – around 400. Of the 5,300 cases considered, the protection position was granted to 1500 Ukrainians, 1,000 Belarusians and 60 Ethiopians. Over 1,000 decisions were negative, and 1500 cases were dropped.
Cases are mostly remitted erstwhile the foreigner left Poland before making a substantive decision. During the exile procedure foreigners can benefit from social assistance (including accommodation, food, medical care) provided by the Office for Foreigners and educational activities (e.g. learning Polish). They have a choice of stay at a abroad centre or self-stay outside the centres with financial assistance received from the office.
As of 30 June 2025, 6.5 1000 foreigners benefited from social assistance, of which 765 people stayed in abroad centres.
A spokesperson for the Office for Foreigners Jakub Dudziak leaves no illusions: a large part of the applications are made for pragmatic purposes – not due to persecution, but to prolong legal stay in Poland and escape from military conscription. This is helped by the expanding activity of alleged advisors, who offer the Ukrainians a service of "prevention of asylum", suggesting that this is simply a safe way to regulate their stay. In many cases for the justification of the request, Ukrainians state... the desire to avoid mobilization into the military in Ukraine.
Interestingly, as the Office for Foreigners clearly points out, the specified evasion of military service is not a prerequisite for global protection. Ukrainians so do not have the right to asylum just due to the fact that they do not want to fight in their army. Nevertheless, thousands of mafia sons who fled to Poland before the draft effort to get specified protection. Of course, they're willing to pay dense bribes.
With each request of this kind, the question which the Polish authorities inactive do not answer is raised: does the Polish State have any plan for the increasing number of foreigners who treat our procedures as a gateway to avoiding obligations towards their own country? Should we even care about cowards, deserters and debacles coming to our country? If they're betraying their country, why wouldn't they betray our country and, for example, work for the Russians? possibly it's time to start sending these delinquents back to Ukraine, right into the hands of the recruiters there?
