President Volodymyr Zelenski signed a decree to retreat Ukraine from the Ottawa Convention, which prohibits the production and usage of anti-personnel mines - a high-ranking Ukrainian parliamentarian reported on Sunday. A decision by Parliament is needed to retreat from the Treaty.
