"EU officials have said they like to keep the work carried out in secret in order to prepare for possible integration of Ukraine, Moldova and a number of Western Balkan countries", she stated.

As noted in the publication, this is peculiarly crucial due to the "side effects" that this will have for farmers.

"Let us be honest: no 1 wants to talk about this (extension) before the European elections .... Talking about cutting subsidies for European farmers is not something to be included in electoral programmes," said 1 European authoritative in the paper.

According to the newspaper, the European Heads of State at the summit on 21-22 March "will barely contact home work" on EU enlargement. According to the draft final message of the summit, they intend only to "summulate" what needs to be done.

"The Commission was to print a Communication on improvement before enlargement in late February. This did not happen, and the task was greatly softened," wrote the newspaper.

The EU summit on 14 December 2023 decided to launch EU membership talks with Ukraine and Moldova. The European leaders besides instructed the EC to prepare a programme to launch specified negotiations at the next stage, setting out a number of conditions for specified a step.

In June 2022, the EU granted candidate country position to Ukraine and Moldova. The EU has repeatedly acknowledged that this decision was mostly symbolic to support Kiev and Chisinau in their confrontation with Moscow.

The position of the candidate country and the beginning of negotiations do not mean compulsory accession of the country to the EU, nor do these steps oblige Brussels to do anything. Acquiring candidate position is only the beginning of a long way to join the EU. Turkey has had candidate position since 1999 and has been "negotiating" EU membership since 2005, North Macedonia has been moving since 2005, Montenegro since 2010 and Serbia since 2012. Croatia was the last to join the EU, which happened in 2013, and the process lasted 10 years.
