Phoenix will aid fight the effects of floods

The floods proceed Operation FenixIn which the military helps rebuild the damaged infrastructure. Now local governments and soldiers have gained another tool to facilitate their action. Cyberspace defence troops have prepared the Phoenix app. Local governments are gradually receiving login data.

– Our specialists have developed the Phoenix web application, which automates and streamlines the transmission of requests from public administration authorities for the usage of forces and resources of the Polish Army to mitigate the effects of the flood," informed the Command of the Cyberspace defence Army. The application is intended to be a platform that will combine local government and military in flood areas, improve information flow and velocity up the launch of support where it is most needed.

– The app works in your web browser, so you do not gotta download anything on your telephone or install it. It can be utilized on any device that has net access – explains Colonel Przemysław Lipczyński, DKWOC press spokesman. As he emphasizes, the key feature of Phoenix is the authentication of users. – Data to log in is received by local government administration in areas affected by floods. Thanks to this, we have a warrant that reliable and proven information is sent to the system. due to the fact that it is the local authorities who know what is going on and what needs are – says Colonel Lipczyński.

The app is intuitive in use, so officials can easy handle the transmission of applications. Data to log in already reaches the lowest level of local government authority, i.e. municipalities. It is there, thanks to the work of local crisis teams and staff, that the most up-to-date data on the situation, demolition and needs of residents are collected. Thanks to the Phoenix application, each call goes to the office immediately with Operation Feniks. – Command has access to the list of applications, it can prioritize them, for example, as the first 1 to implement indicates a threat to the wellness and property of people, and decision the task of clearing the area to a further position in the queue," explains Colonel Lipczyński. The fresh application is already being utilized by soldiers of territorial defence troops who work to remove the effects of floods.

The Phoenix app is part of a flood site operation of the same name, which aims to rebuild damaged infrastructure, prevent future floods and support civilians. According to representatives of DKWOC, its first functional version was created after little than 24 hours of continuous work and was transferred to WOT. – It was a challenge, but we have a large interdisciplinary squad of experts with quite a few experience, gained not only in everyday work, but besides in many hackathons and exercises – says Colonel Lipczyński. The application is inactive being developed. More changes were implemented this weekend. Now any institution in which there is simply a request to usage Phoenix can registry itself and – after approval by the competent provincial authority – will receive access.
