In Rutka (Kętrzyn County), a fragment of the engineering dam erected as part of the Shield East program was presented. The military assures that the investment does not violate private property, and the dam itself is only part of a larger defence system.

Without expropriation – military uses state land
Gen. Garlic assured that the investment does not extort private owners:
‘No expropriation. The military uses the land of the State Treasury, military installations and ownership of local governments’.
The work is carried out by 16 Orzyski Bomb Squad, and the plan utilized experience from the war in Ukraine.
Development of the defence strategy in numbers
- 30 localities – work is already in advancement there,
- 70 locations – recognised for investments,
- 100 more seats – planned warehouses of construction materials.
As he pointed out General Dyw Marek Wawrzyniak, Head of the Military Engineering Board:
“Every dam is only an obstacle if it is not protected. That is why we are besides building fire stations, hiding and fire points for equipment”.
Similar actions at another borders
Programme Eastern Shield includes besides securing borders with Belarus and Ukraine, which is crucial in the context of current hybrid threats.
