More and more controversy is caused by the housing policy implemented by the coalition on 13 December. The Ministry of improvement and Technology drastically cut down resources for social construction, all the time pushing for subsidies for property construction, which will be peculiarly beneficial for the improvement industry. "So PSL and Pashek blackmails by demanding subsidies for developers and banks, and is even willing to donate money from KPO to build fresh social housing just to do them well. This is disgusting, immoral and smelly from afar," commented Jan Spiewak.
The issue of housing policy is very emotional in the ruling coalition. On the X portal, the Minister of Funds Katarzyna Pełczyńska-Nałęcz (Poland 2050) wrote that the funds for social construction were "back door" cut and that PLN 618 million remained from the budgeted 1.1 billion for this purpose. Minister of improvement and Technology Krzysztof Paszyk answered her, stated that there are no resources, due to the fact that we must... aid the flooded.
In the next entry, Pełczyńska-Nałęcz added that aid for floods "was to come from the money planned on debt of 0%".
Then the Marshal of the Sejm, leader of Poland 2050 Szymon Hołownia, referred to the case. He pointed out that the budget must include PLN 0.5 billion for social construction and that it must be found elsewhere.
An ongoing dispute
The dispute over how to resolve the housing crisis in the coalition on 13 December has been going on for a long time. Announced during the election run by KO, the alleged 0 percent credit (named by MRiT credit for Start), i.e. the debt payment scheme, met with opposition from the Left and Poland 2050.
In December 2024 the head of the department Krzysztof Paszyk reported that the “on Start” programme would not be implemented.
Berek explains The Passage
The head of the Standing Committee of the Council of Ministers Maciej Berek asked at the RMF FM, which with the housing program, admitted that there were differences of opinion and tension in the coalition in the matter. He recalled that the coalition agreement included housing support in 3 forms: property, social and municipal. He stressed that all pillars must so be supported.
Berek besides noted that the vast majority of Poles want to own an apartment.
Therefore, in housing policy, housing support for property must exist. Minister Paszyk must find a solution. (...) I want we had them already

The measurement of efficiency must be the effectiveness, i.e. the location (on the table, PAP) of the solution to be adopted within the coalition

Critic Voices
The issue of support for property housing raises concerns for leftist communities, which believe that this is actually support for developers, which will actually origin even higher property prices.

Donald Tusk's chief of law, Mr. Maciej Berek, says that the coalition on the basis of the coalition agreement is obliged to support the property building. He's deliberately manipulating the fact here. The agreement only refers to "accelerating the rate of giving up fresh housing", including ownership. Developers' supporters in KO and PSL do not usage this concept, they talk about “property building support”. As a support, of course, they mean credit subsidies. It is simply a rude manipulation to push the subsidies for developers, or financial sponsors of both parties. That is why Donald Tusk is silent about housing – he wants subsidies for his sponsors, but he knows that the thought has no public support. In a silent way, it besides allows resources for social construction to be reduced. #PashyDoDomision is most likely not enough, there will be no change in housing for citizens, not lobby until there is besides #TuskDodimission

Evaluation of the Law and Justice
The issue of cutting resources for social construction critically evaluates the Law and Justice.
Mr Waldemar Bud, erstwhile Minister of improvement and Technology, took the level on the Polish Television24.
In 2 years I increased the backing of social construction for local governments from PLN 800 million to PLN 2 billion and all year we planned to increase these funds. They promised 100,000 apartments. In the first year of government, however, they proposed only a billion for social construction, so they cut the PiS programme by half, and by 2025 only PLN 600 million remained from the promised 5 billion. The last money that local governments received for municipal housing received from me, or the government of the Law and Justice, in September 2023. And these are the people who wanted to improve our housing policy.
