On Friday, during the vote, the Sejm adopted a fresh bill. There will be a simplification in the wellness contribution for entrepreneurs. However, the vote divided the coalition – any Members were against, including Donald Tusk's ministers.


On Friday after 9:00 p.m., the Sejm resumed its deliberations. A fresh wellness contribution bill was passed. 213 Members were in favour of reducing this contribution for entrepreneurs. 190 votes against, with 25 abstentions.

Voting reveals division in the ruling coalition. The task was supported by 152 MPs from KO and 59 from the 3rd Way. The opposition was argued by the Left, whose 20 MPs voted against, including members of Donald Tusk's government: Deputy Prime Minister Krzysztof Gawkowski, household minister Agnieszka Dziemianowicz-Bąk, equality minister Katarzyna Kotula and discipline minister Marcin Kulasek.

Members of the PiS (166 people) joined the Left and 12 representatives of the Confederacy abstained.

As we have informed you, the government task assumes a two-part basis for the wellness contribution to entrepreneurs. Up to a certain level of income, the contribution will take a flat-rate form and, after exceeding that limit, a percentage. The lump sum will amount to 9% of the 75% minimum wage, while the second part of the contribution will depend on the chosen form of taxation.

For entrepreneurs who settle on a taxation scale or a linear taxation basis, the premium will be calculated on income exceeding 1.5 times the average monthly remuneration, with a rate of 4.9 percent.

What precisely did the Sejm pass on Friday?


For those who choose a flat-rate settlement, the second part of the contribution will be charged on revenues exceeding 3 times the average salary, with a rate of 3.5 percent.

The task besides provides for a simplification of the flat-rate contribution to 9% from 75% of the minimum wage – now amounts to 9% from the full amount of the minimum wage – for businesses paying taxation in the form of a taxation card. It besides provides for the abolition of the anticipation of settlement of paid wellness contributions under income tax.

Changes in the wellness contribution strategy are expected to cost the state budget PLN 4.6 billion, and regulations will enter into force from 2026. According to the Ministry of Finance, the improvement will benefit about 2.45 million entrepreneurs.
