We hereby request the president of the Republic of Poland to hold a national referendum on the introduction of an accelerated EU climate policy in Poland and propose a referendum question:
Are you in favour of introducing in Poland a European Union climate policy aimed at eliminating energy from coal and gas, combustion cars and older buildings, as well as many restrictions in agriculture, in order to accelerate the simplification of greenhouse gas emissions by 2030?
EXPLANATORY MEMORANDUM
The National referendum Act in Article 60 gives the right to the president of the Republic of Poland, with the consent of the legislature of the Republic of Poland, to order a national referendum on a substance of peculiar importance to the State. The erstwhile president of Poland, Mr Bronisław Komorowski, utilized this power in 2015.
It is undoubtedly crucial for the country to have a climate policy of the European Union on which there is no unanimity in Poland. Additionally, 14 March 2023. The European Parliament voted to rise its greenhouse gas simplification bar by 2030, from 30% to 40% compared to 2005 levels. This regulation more than doubles the greenhouse gas simplification requirements for Poland compared to erstwhile requirements[1], and as we know, Poland's function in climate warming is negligible.
So-called. "Fight for climate" can lead to impoverishment of Polish society and to restrictions on civilian liberties and freedoms through, among others, ban on coal and gas boilers, ban on combustion cars (now adopted in cities of the alleged clean transport zone) and restrictions on trade in buildings which do not have energy certificates. The EU's climate policy could besides suffer, including Polish agriculture, which is already experiencing a crisis of unlimited imports from Ukraine, as the EU approves. However, part of the Polish society and political class recognises the fight for climate as a priority. A referendum would aid settle these issues.
In a letter to Paul Kukiz dated 7 July 2020 (Annex) The president acknowledged that Poles should be given more opportunities to straight decide on matters of the state and influence politics and that the institution of the referendum should be revived.
