Reduce the wellness premium for entrepreneurs. There's a legislature decision

58 Senators voted in favour of adopting without amendment the amendment of the wellness Care Act financed by public funds and certain another laws, reducing the wellness contribution to entrepreneurs since 2026. There were 36 senators against, 3 abstained.

The legislature had previously rejected the minority's motion to reject the bill in its entirety. The amendment of this content was tabled by PiS Senators during the legal proceedings in the Committee on Budgets and Public Finance and the Committee on Health.

The fresh assumes the introduction of a two-elemental basis for the assessment of the wellness contribution for entrepreneurs – to a certain level it would be flat-rate and from surplus income a percentage. The changes concern around 2.5 million entrepreneurs.

The fresh rules do not change the amount of the wellness contribution paid by employees at the time, and it will inactive be 9%. There will besides be no change in the premium for emertite benefits — it will proceed to be 9%.

The change is expected to apply from the beginning of 2026 and will cost the state budget PLN 4.6 billion (as much as the proceeds from the wellness contribution are expected to decrease).

The President's appeal

The simplification in the wellness contribution for entrepreneurs of the Sejm passed on April 4 with the votes of KO, Poland 2050-TD and PSL-TD. Against were MPs PiS, Left and Wheels Together. The Confederation abstained.

For veto of the regulations, they appealed to president Andrzej Duda, among others, the candidate of the Left for president Magdalena Biejat, organization candidate Together Adam Zandberg, OZZL Residents' Agreement and the Chief Medical Chamber. They argue that lowering the contribution will make patients worse and aggravate the wellness crisis.

On Wednesday before noon, Prime Minister Donald Tusk announced that if the president vetoed changes in the wellness contribution, as Prime Minister he would take steps to return to this subject after the presidential election.
