Repair after “Polish Order”
Earlier, Members rejected the amendments proposed by the Confederate Club, which assumed that persons taxed flat-rate on recorded gross would not gotta pay an additional premium of 3.5% on the surplus exceeding 3 times the average wage if their remuneration exceeded that threshold. The party's motion to reject the bill was besides rejected.
Finance Minister Andrzej Domański stressed before voting in the Sejm that the government is taking further steps to repair the effects of the “Polish Deal”. First, the calculation of the wellness premium on sold fixed assets was abolished, the minimum premium was reduced in the second stage, and now a solution was introduced that will benefit 2.5 million Polish entrepreneurs.
I would like to make a clear statement: the full cost of this task will be borne by the state budget. The NFZ will not incur any cost of introducing this solution – said Domanski.
Minister Domański besides referred to the request of the organization MP Together Marcelina Zawisza, who had proposed to reject the bill in its entirety, stating that any backlog for the erstwhile year had already been full regulated.
Disputes related to the project
There was a dispute about the task in the ruling coalition before. fresh Left opposed the simplification of the wellness contribution, indicating besides low expenditure on healthcare in Poland compared to Germany. The Minister of Health, Izabel Leszczyna, besides spoke against the reduction, although she yet supported the project. Finance Minister Andrzej Domanski assured that the reduced revenues to the NFZ would be compensated by the state budget.
W The parliament against the bill was voted by 20 fresh Left parliamentarians and 4 members of the Together ellipse who are in opposition. Without the fresh Left vote, the ruling coalition had no majority. The Confederacy's votes, which announced that it would abstain, proved to be crucial, and 12 Members of the organization did so.
The Law and Justice have announced a vote against the bill, but only 166 of the 190 Members of this organization have actually voted against. 1 MP, Andrzej Gawron, was in favour and 7 Members abstained. 16 PiS Members did not vote.
The Confederacy's votes were not decisive due to the fact that the bill passed through the PiS Members who did not vote against. All MPs of PSL, Poland 2050 and KO, with the exception of Franciszek Sterczewski, voted in favour of the bill.
What will change?
The Act introduces a two-elemental basis for the dimension of the wellness contribution for entrepreneurs. The lump sum will be 9% from 75% of the minimum wage, and the second part will be calculated as a percent of the surplus income. For companies accounting for a taxation scale or linearly, the premium will be 4.9 percent of the surplus over 1.5 times the average wage. For entrepreneurs on a flat-rate basis, this will be 3.5% of the surplus over 3 times the average wage.
The task reduces the contribution for entrepreneurs paying with a taxation card to 9% of 75% of the minimum wage. The Act besides introduces changes in the settlement of wellness contributions, repealing the anticipation of deducting them from income tax.
The changes will cost the state budget PLN 4.6 billion and the rules will apply from 2026.
