There's no 1 in control of massive infrastructure projects. There are dozens of contractors, lots of employees. Hundreds of miles of highways or thousands of square meters of photovoltaic farms cannot be strictly controlled.
– It is physically impossible to send a squad of engineers all period to pass through the full investment and check the advancement of the work and compliance with the construction task (...). The standard is so to check respective percent of the investment area – theoretically where the top hazard may arise (...). And then we hear about these large projects, specified as the airport close Berlin, that they are delayed or have exceeded the budget respective times (...). Then legal disputes begin – they explain business.
