The Ministry of National Defence develops the capabilities of the Cyberspace defence Army, and the Ministry of Digitization will spend over PLN 3 billion on investments in cyber resilience of the state.
– The attack in cyberspace on Poland continues. The attack besides continues on our allies. We are able to admit incidents and respond to many of them. We respond to these threats," said Deputy Prime Minister Władysław Kosiniak-Kamysz at today's press conference, organized at the office of the Cyberspace defence Army Headquarters. Therefore, Poland not only reacts, but works in advance – we strengthen our systems, procedures and competences – said Deputy Prime Minister Gawkowski. “More than 3.1 billion PLN, which we spend on cybersecurity this year, is simply a clear signal: we are determined to be 1 step ahead of cyber criminals,” he added. This money will finance, among others, the programs "CyberSafe Government", "CyberSafe Government", " NASK Cybersecurity Centre" and the safety of the water supply sector.
In parallel with expanding the resilience of the civilian sector, military defence capabilities in cyberspace are being developed. – For over 3 years we have been able to admit and respond to incidents. The large soldiers of the Cyberspace defence Army defend our cyberspace from attacks," said the head of the MON. The quality of Polish cyber defenders finds designation of IT professionals. Poland is ranked 6th worldwide in the Cyber defence Index 2022/23 and 4th in the National Cyber safety Index. “We have large achievements that our strategical ally appreciated: the United States,” said Kosiniak-Kamish. “In the United States’ assessment, Poland ranks second in the planet in terms of the effectiveness of cyber defence, just outside the US,” added the head of the MON. According to Minister Gawkowski, Poland was a key associate in the global operation aimed at the APT Group (Advanced Persistent Threat – advanced permanent threats). "Two weeks ago, the American services announced that elements of the network infrastructure of the APT groups that attacked Europe and Poland were broken. It would not be possible to break up these Russian groups without Poland's participation," Gawkowski said.
“WOC is power,” said Deputy Prime Minister Gawkowski. – Poland has an excellent civil-military cooperation system. An example of how to combine the possible of different areas in the fight for safe cyberspace and at the same time benefit from common experience. The Cyberspace defence Army is 1 of the key components of building a safe state. Without the support of the Cyberspace defence Army, this key component of building national security, which is the essence of the Polish state's right, could not be realised," said the Minister of Digitalization. The central component of the strategy and the main field of cooperation is the Combined Cybersecurity Operations Centre, which monitors and neutralizes threats in 24 hours, stopping more than 99% of attacks.
Gen. Charles Molenda stressed that cybersecurity is simply a "team game", requiring real-time information exchange between the military, civilian institutions and abroad partners. “Our experts monitor cyberspace 24/7, but they besides neutralize any attempts at attacks,” added DKWOC commander.
The head of the MON besides pointed out that cyber warfare affects not only military infrastructure but besides civilian infrastructure.
