Polish-Ukrainian talks about transport cooperation

Deputy Minister of Infrastructure Stanisław Bukowiec and Minister of Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz spoke in Warsaw with Deputy Prime Minister, Minister of improvement of the municipalities and territories of Ukraine Oleksi Kuleba and Deputy Minister S. Derkaka.

As the Ministry of Infrastructure informed, in the framework of the meeting, in addition to the improvement of infrastructure linking Poland and Ukraine, cases concerning the future reconstruction of Ukraine were besides raised.

– I would like to emphasise that Poland has all the advantages to act as the main logistics hub needed for the reconstruction process of Ukraine. We have not only the largest number of land border crossings with Ukraine among all EU countries, but besides the high-performance infrastructure leading to them," said Deputy Minister of Infrastructure Stanisław Bukowic.

Deputy Minister Stanisław Bukowic besides referred to the agreement concluded in June 2022 liberalising road transport between the European Union and Ukraine, which aimed to enable the Ukrainian economy to keep access to the global market. This was a form of support from the European Union, including Poland, given in the face of the blockade by Russia of Ukrainian seaports, by which goods were exported to planet markets.

Urgent, joint action is essential to reconstruct the balance in Polish-Ukrainian transports to the state before 2022.

However, the Deputy Head of the Ministry of Infrastructure pointed out that the functioning of the agreement had led to a crucial imbalance in the balance on the road haulage marketplace in the EU-Ukraine relationship. He stressed that urgent joint action was needed to reconstruct this balance to the state before 2022, so that Polish carriers would carry out at least 40% of global road transport with crossing the Polish-Ukrainian border.

We must reconstruct equal and fair competition in the road haulage marketplace and minimise the differences in the costs incurred for transport by carriers from Poland and Ukraine," said Deputy Minister Bukovic.

Invalid Ukrainian e-rail system

In addition, S. Bukovic pointed out serious problems with delays concerning the crossing of the border by Polish carriers in the direction of entry into Poland from Ukraine and the inadequately functioning Ukrainian e-rail system. This situation may consequence in a decisive reaction of Polish carriers. In this context, an appeal was made to the Ukrainian side to take urgent action to reconstruct the appropriate functionality of the system.
