In an interview with TVN24, General Kukuła stressed that intelligence studies indicate that the Russian Federation may be able to wage war with NATO by 2030. The general pointed out that Poland's defence resources are inactive insufficient, despite the increase in the defence budget to 4.7% of GDP. Catching up is simply a long-term process.

General Kukuła stressed that the main obstacles to the improvement of the armed forces are budgetary constraints and insufficient efficiency of the arms industry. As an example of effective action, he identified arms purchases in South Korea. However, the dynamic growth of defence budgets in Europe can have a negative impact on Polish purchasing opportunities.
