Confederate press conference attended by Deputy Marshal Krzysztof Bosak and MP Bartłomiej Pejo, 21 December 2023.
Krzysztof Bosak:
– present we are addressing the issue of the migration pact we have been informing about for years. And yesterday we learn that representatives of the EU institutions are announcing to us that they have reached an agreement and the migration pact will shortly enter into force.
There are quite a few interesting things to pay attention to. Let's start with who made the deal. Not the associate States among themselves. The agreement announced is an agreement between the Council of the European Union, the Spanish Presidency, and the European Parliament. Why do these 2 institutions communicate with each other? Why should this consequence in any consequences for Poland in the area of migration policy? It is due to the fact that the European Union is engaged in a migration package – a package of 5 regulations, among which is the 1 which includes the rule of "take or pay" – about forced relocation of immigrants, against which Poles have opposed for many years. And which was expected to not endanger us as a consequence of the blocking of this by the government of Mateusz Morawiecki.
This full package is voted by a majority! The European Union has departed from the rule of unanimity! Although there are no fresh treaties yet. Can anyone ask how that's possible? This is all based on the provisions of the Lisbon Treaty. Provisions on which politicians of all options, apart from us who are in the Confederation, assured that Poland would hold its sovereignty. It will hold its power in the area of migration, in the area of security.
Today we see that it was just not true. present we see that it is adequate for groups of progressive liberal, leftist politicians to agree with each another and can do what they want. In this package, the 5th Regulations are the “take or pay” principle. A minimum threshold for immigrants to be admitted to the European Union is set. It was set at 30,000 a year.
Interestingly, there is no maximum threshold! So we don't truly know what numbers we're talking about, or what costs we're talking about. According to the switchboard, Poland is to receive at least 2,000 immigrants per year. And if she doesn't want to, she has to pay EUR 40 million to buy out the benefits of sending these alleged refugees. I say “so-called” due to the fact that no 1 can give us any warrant who these people truly are.
We see well what is happening on the coasts of Italy, on the coasts of Spain, on the coasts of England, France and another countries, at land borders that are being crossed illegally. Then these people are treated as refugees by the EU countries! Not as criminals who illegally crossed the border, working with smugglers.
What is worth saying here is that this is the consequence of established EU policy. It's nothing new. Mrs von der Leyen, supported by the PiSu government, announced this policy in 2020. It is besides worth reminding that we late had a summit in Grenada, where Prime Minister Morawiecki announced that he was vetoing these migratory things, these EU ones. We see what a veto is worth.
We then pointed out that this was a motion in the election campaign. This is simply a motion that has no binding power. We have pointed out that the European Union has been working for a long time, in our view, on a false legal basis, which gives us the chance to vote on this in a strategy of double majority alternatively than unanimity. But no 1 but the Confederate paid attention to the matter!
Also Donald Tusk's current government in this case is not heard to express veto. most likely due to the fact that they just agree to it. They think it's the thing to do.
It is worth recalling that this is in contradiction with Prime Minister Tusk's exposé, who in his exposé said that he wants to specifically address the protection of the European Union's external borders.
It is worth noting that this full strategy of these 5 regulations is contrary to current global law. That is the Dublin Convention, which decides that asylum can be requested in the country where the first immigrant appears! If he asks for asylum, his request for asylum is ineffective in another countries. It is worth emphasizing that no 1 at this minute gives an answer to what the destiny of these immigrants are to look like, forced to send to Poland, that is, a country in which they do not want to be.
What if they leave? Should Poland keep them here under arms? any prison system? Forced centers or open ones? And if they leave our country, will they be from another EU countries, specified as Germany, deported to us?
During the consultation on migration policy with the Prime Minister, I learned that the procedure for specified deportations is already under way. Germany sends us as much as possible to many citizens of non-EU countries whose presence in Poland has been confirmed earlier than in Germany.
The last thing I would like to stress here is that the “take or pay” rule has nothing to do with solidarity! Solidarity is simply a situation where individual voluntarily wants to aid someone, take on part of a commitment. What the European Union is introducing in this regulation is simply Eurocentralism! This is the central management of migration and population across the EU. We do not agree and believe that it is no accident that Swedish socialist Mrs Johansson has been happy to announce her success in this matter. For us it is not a success, it is simply a threat to Polish national existence. We're not leaving this case anyway. We'll be looking for a way to block it.
These solutions will not destruct the problem, they will force it! If they want to migrate to the European Union from around the world, they will see that the European Union has created a distribution strategy for those who entered illegally throughout Europe, it will encourage millions more! How can it be expected that specified a solution will not fuel the spiral of illegal immigration? This is absurd! This is madness as the European Union has just established indifference or theatrical opposition. due to the fact that the opposition of Prime Minister Morawiecki in Grenada was purely theatrical. Prime Minister Morawiecki knew perfectly well that his motion meant nothing. Made for the election campaign. They're responsible, they gotta endure the consequences!
