In 2026, at the investigation and improvement Centre of the Marine Technology Center in Gdynia, the production of CCA printed circuit boards for American LTAMDS radars will begin. This is the effect of the offset contracts signed in 2023 with Raytheon in connection with the implementation of the 2nd phase of the “Wisła” programme. Under their power, the PGZ companies will have, among others, the know-how of producing selected components of Patriot electronic kits.
Second phase “Wisła” programme, in which the Polish Army is to be equipped with another battery of American anti-aircraft and anti-missile kits, provides for the transportation of this weapon in its latest version, not only with the fresh IBCS (Integrated conflict Command System), but besides with the fresh LTAMDS (Lower Tier Air and rocket defence Sensor) radars.
As in the first phase, Poland, wishing to allocate billions of dollars to the acquisition of U.S. weapons, expected offset, i.e. the transfer of cognition and technology to Polish companies, which will rise their production capacity and let to open fresh outlets.
Signed in 2023 with Lockheed Martin (LM) and Raytheon Technologies (RT) offset contracts with a full value of PLN 1 billion supply for the implementation of thirteen commitments – 8 from RT side and 5 from LM side. Their beneficiaries will be companies from the Polish Armed Forces Group: Mesko SA, investigation and improvement Centre Centre of Marine Technology SA, PCO SA, PIT-Radwar SA, Military Electronic Plants SA, Military Aviation Plant No. 1 SA branch in Dęblin, Military Aviation Plant No. 2 SA, Military Communications Plant No. 1 SA and Military Weapons Plant SA.
Seaside offset
On May 21, at the investigation and improvement Centre of the Marine Technology Centre in Gdynia, the ceremony was closely connected with the implementation of Raytheon offset obligations. In the presence of, among others, Undersecretary of State in the Ministry of State Acts Konrad Gołota, Head of the Office of defence Cooperation of the United States Embassy in Poland, Colonel Richard Bush and president of the Polish Armed Forces Group Adam Leszkiewicz president of OBR CTM SA Marcin Wiśniewski solemnly built a time capsule for the construction of the Military Electronics Centre. The metallic cylinder, which was bricked up in a peculiar well, included, among others, the current local tricity newspaper, a single penny, a flash drive with information about the investment and occasional pins.
At the Center, which has been built for respective months and whose walls are to be erected by the end of the year, and the equipment is to be completed by mid-June 2026, CCA electronic plates of energy retention modules of American LTAMDS radars will be produced.
Technology and know-how essential for the manufacture of these components was donated to OBR CTM SA by American Raytheon, whose specialists are active in the construction of the CEM and will supervise the launch of production.
Multilateral benefits
The CEO of OBR CTM did not hide his joy from the efficient implementation of the fresh investment. It's more than just a building. It is besides an impulse for business improvement – 1 that will benefit not only us, but besides the Polish armed forces and our full group – said Wiśniewski and added that the Gdynia company will produce tiles in the CEM not only for the needs of the American company, but also, possibly above all, for its own solutions and for another contractors, besides outside the PGZ-et. I'm not afraid of the mill being built. I am afraid that shortly this work will be besides much for us, and I think how to make the competences of the sub-suppliers – he commented with a grin on the question about the future of the investment.
President of the Polish Armed Forces Group SA Adam Leszkiewicz stressed that not only the investigation and improvement Centre of the Marine Technology Centre will benefit from the offset under the programme "Wisła". "Thanks to cooperation with the American partner, fresh production, technological and organizational competences will besides be gained by another companies of the PGZ-WISŁA consortium," he noted.
According to the schedule, the Military Electronics Center is to start production in the summertime of 2026, and respective twelve people will find work there.
