The study produced 7 auditors who examined the papers of the Ministry of abroad Affairs for respective months, correspondence from the Consular Department, and interviewed the staff of the Ministry. The work was completed in July 2024.
Donald Tusk himself reacted to the audit results. He wrote on his social media:
When Polish soldiers and border guards put their wellness and lives at risk, protecting us against the wave of illegal migration organised by Putin and Lukashenko, the Law and Justice Department allowed in, besides for bribes, 366,000 people from Asia and Africa.
The ultimate Audit Chamber concluded that the activities of the Ministry of abroad Affairs related to the supervision of the issuance of visas were illegal, untargeted and unreliable and led to a mediocre public spending. The papers besides show that the then abroad Minister did not exercise appropriate supervision of the visa issuing process. In the MFA, there was a non-transparent mechanics to encourage corruption and influence on any consuls. Donald Tusk stressed that the NIK study confirmed the worst concerns.
NIK has identified 4 abroad ministers related to Law and Justice as liable for the serious irregularities. These include Witold Waszczykowski, Jacek Czaputowicz, Zbigniew Rau and Szymon Szynkowski a.k.a. Sęk, who served as minister for 2 weeks at the turn of November and December 2023.
