NATO Secretary-General Mark Rutte arrived in the Ukrainian capital on Wednesday for an unannounced visit. The arrival took place only a day after 1 of the heaviest Russian missile-drone attacks on Kiev and Dniepr, where at least 23 people were killed and more than 130 were injured.
