Radar, alternatively of being a showcase of the modernity of Polish aviation, became the center of the spy scandal, which the PiS government has been trying to hide from the public for years. The tender is to be settled under the Public Procurement Act, which means that the lowest bidder will be chosen from all tenderers gathering the substantive criteria.

The authoritative offer for the sale and implementation of the "mobile secondary radar" of the MSSR influences PPA. The bidder is N. from Finland. The practice is that serious tendering procedures are ongoing in PPA for 12 months. And the implementation of fresh generation radars in the world's most developed countries lasted 3 to 4 years. Meanwhile, N. stated that it would do so in Poland within 12 months. Since she was the only entity to respond to the tender in PPA, she won it.

Untypical contract

In the fall of 2015, after 8 years of power, the Civic Platform moved to opposition benches, and Eve Kopacz in the Prime Minister's seat replaced Beata Szydło with PiS. While in the fresh political hand there were fights over positions, influences and money, in January 2016, PAŻP's management signed a contract with Finnish company N. to acquisition and install mobile MSSR secondary radar. The agreement provided that it would stand on a parcel owned by PPA in Łódź Voivodeship. It may have appeared that in January 2017, Poland would join countries with the most modern airspace management system. but time passed, and there was inactive no fresh installation.
