PiS president Jarosław Kaczyński called on Tuesday for contributions to the election committee of the presidential candidate supported by this organization Karol Nawrocki. As he stated, the PiS is satisfied with the conduct of the election campaign, but it could be much better if there were more money for it.
The president of the Law and Justice organization stated that the May presidential elections would be a solution not only to the individual issue, but are "a substance of the future of our country at a peculiar minute in the past of Europe and even the full globe."
As he said, the PiS is pleased with the conduct of Karol Nawrocki's election campaign, but - he added - There's no money for it.
"This immense financial advantage of the another side is an component that disturbs us. It could be much better right now if that money were" - emphasised Kaczyński.
"We are not at the minute able to change the situation of lawlessness in our country. There is 1 way - a citizens' initiative, and this is simply a citizen's candidate, powerfully supported by our formation, but a citizen's candidate" - said the president of the Law and Justice Office of Nawrock.
Treasurer PiS Henryk Kowalczyk added that so far the funds paid are "amounts far insufficient, incapable to run a campaign".
He noted that donations to the presidential candidate's election committee, according to the Electoral Code, must come from donors residing in Poland. They can besides be made only from private accounts.
Finance Minister Andrzej Domanski, who orders transfers for political parties, asked for payment of subsidies for Law and Justice, said in the last week that he did not receive a letter from PKW and is inactive waiting for explanations. He added that PiS late received a transfer to PLN 2 million. This is simply a subsidy for the 4th fourth of 2023. The 3rd tranche (for the 3rd quarter) of the MF did not pay out, taking the view that in the light of the rejection of the PiS electoral committee's study from the parliamentary election, resulting in a simplification in the subsidy, it had already been overpaid in the 1st and 2nd 4th tranches.
Problems behind the PiS report
Legally The organization which has been elected by itself to the Sejm, which has received at least 3% per country, has the right to receive subsidies from the state budget. Subsidy shall be paid each year of parliamentary term, in 4 quarterly tranches. The transza shall be transmitted in the period following the 4th for which it is paid.
PKW rejected in November the financial study of the Law and Justice for 2023. Rejection of the yearly study results in the political organization losing the right to grant over the next 3 years. However, the Law and Justice Office has challenged the resolution of the PCW, and the Chamber of Extraordinary Control and Public Affairs recognized it.
The PCW, which was to respond to the order of the ultimate Court on 3 February, did not adopt any resolution on the matter, due to the fact that neither the application for the adoption of the yearly study of the Law and Justice Office nor the request for postponement of this issue until the constitutional authorities of the Republic of Poland had obtained the majority.
In August, PKW rejected the financial study of the PiS election committee from the parliamentary elections of 2023, showing evidence-based irregularities in the spending of funds for the run of PLN 3.6 million. The consequence of this decision is to reduce the one-off grant for this party, the alleged return for elections (nearly PLN 38 million) by 3 times the amount in question, i.e. by about PLN 10.8 million and to reduce nearly 26 million yearly subsidies from the state budget for the operation of the organization by PLN 10.8 million. The consequence is besides the return to the State Treasury of the contested sum, i.e. PLN 3.6 million.
The Law and Justice Office besides challenged the decision of the PCW in this case, and the home of Extraordinary Control and Public Affairs besides acknowledged the complaint. Consequently, on 30 December, the National Election Commission adopted the PiS election committee's study on the elections. PKW besides stressed that it does not find whether the Chamber of Extraordinary Control and Public Affairs is simply a court.
The PKW decision was sent to the Finance Minister. Domański, however, asked PKW to interpret this decision.
Following a gathering of the PKW in February, president Sylwester Marciniak reported that the Commission was incapable to supply the Minister of Finance with an explanation of its resolution. As he explained, no of the 3 proposals for explanation received a majority, so all 3 will go to the Domansk Minister. The chief of PKW besides informed that he had sent a letter to the Minister of Finance asking for information on the execution of financial transfers to the Law and Justice in connection with the adoption by the Commission of the financial statements of the electoral committee of that organization from the parliamentary elections of 2023.
In March of that year, there is theoretically another deadline for payment of subsidies to PiS - for the first 4th of 2024. However, it is not known whether or not the Minister of Finance will pay it out.
