Important laws for state safety adopted by the Sejm

June 25, 2025 Parliament passed: unanimously the Act on circumstantial rules for the preparation and implementation of strategical investments in the defence needs of the state or key investments in the defence needs of the state or public safety and the establishment of protection zones of enclosed areas; unanimously passed the Act on the amendment of the Defence Act Homeland and any another laws; the Act on denunciation of the Convention on the Prohibition of the Use, Storage, Production and Transfer of Anti-personnel Mines and on Their demolition of 18 September 1997. All the laws will now go to the Senate.

Defence investment speciality

The bill adopted by the Sejm is intended to simplify the procedures for the preparation and implementation of key investments in defence, including, among others, the construction of installations under the "National Fear and Defence Programme – Shield East", the construction of fresh military units. The provisions of the Act besides concern investments aimed at expanding and expanding the capacity of the arms industry.

The Act defines and normalises the rules on:

preparing and implementing strategical and key investments in the field of state defence needs,
the acquisition of real property essential for the implementation of strategical investments in the field of state defence and public safety needs, as well as another competent authorities in those cases,
establishment of restricted areas protected by the Minister of National Defence and
taking into account the permissible sound levels in the environment caused by facilities and installations located in closed areas established by the Minister of National Defence or the Minister liable for State assets.
The list of key investments in defence needs of the state, including those implemented under the Shield of the East programme and key investments in public safety needs, will be determined by the Minister of National Defence.

Act amending the Homeland Defence Act and any another laws

The proposed amendments to the Act include:

the principles for assessing the intellectual capacity of applicants for admission to service;
clarification of rules relating to sending soldiers for additional studies;
clarification of the rules for granting professional soldiers an allowance for long-term military service, service allowance for service in a military unit and incentive allowance;
financing purchases of military equipment - including through the Armed Forces Support Fund;
the requirements that soldiers must meet in order to be appointed to the rank of corporal and lieutenant.
The amendment besides referred to the issue of backing of care for army servants horses and service dogs on "emeriture".

- The bill to amend the Homeland defence Act fixes shortcomings. It enables pilots to be well trained and prepared to service Apache or F-35 in the United States.

Act on denunciation of the Ottawa Convention prohibiting the usage of anti-personnel mines

In mid-March, the termination of the Ottawa Convention was recommended by the defence ministers of Poland, Estonia, Latvia and Lithuania, arguing for their decision to worsen the safety situation in the region.

- I'm sorry. Military threats to NATO associate States bordering Russia and Belarus have increased significantly. In the light of this unstable safety situation - marked by Russia's aggression and the continuing threat it poses to the Euro-Atlantic community - it is essential to specify all the measures that may service to strengthen our ability to deter and defend ourselves. We believe that in the current safety environment, it is most crucial to supply our armed forces with flexibility and the ability to choose against the possible usage of modern weapons and solutions to strengthen the defence of the endangered east Alliance flank. In the light of these considerations, we - Ministers of Defence of Estonia, Latvia, Lithuania and Poland - unanimously urge the termination of the Ottawa Convention. Our decision is simply a clear message: our countries are ready and can usage any essential means to defend our territory and freedom - the defence ministers of Poland, Estonia, Latvia and Lithuania wrote in a message published on 18 March 2025.
