Russia is simply a threat to NATO, but will it be able to attack another country, and if so, in what time frame? – participants of the 1st safety and Defence manufacture Forum answered specified questions. The conference was attended by military and representatives of another uniformed services, the technological planet and the defence industry.

The two-day safety and Defence manufacture Forum (19-20 May) was organised in Toruń at the initiative of Nicolaus Copernicus University in cooperation with the authorities of Kujawsko-Pomorskie Voivodeship, Office of the City of Toruń, Foundation of the Institute of Information Security, Kujawsko-Pomeranian discipline and Technology Centre of prof. Jan Czochralski and Regional Centres of global Debate from Kujawsko-Wielkopolski.

The organizers divided the forum into 3 discussion panels. The first two, the "Global dimension of the safety environment" and the "National dimension of the safety environment", dominated the war which is taking place behind the east border of Poland. Various aspects of the armed conflict in Ukraine were discussed by the military (e.g. Maj-Gen Bogdan Rycerski, Commander of the Bydgoszcz JFTC, Brig-Gen Krzysztof Stańczyk, Commander of the Territorial Defence Forces and the General of Arms in Retired state Bogusław Samol and the Brig. Gen. in Retired State Krzysztof Mitrzyga) and representatives of uniform services, universities, state administration and local government.

General Samol, who gave the beginning speech of the forum, emphasized that the key to building Poland's security, both in the global and national perspective, is the very clear plan of defence strategies and improvement of the Polish Armed Forces. – These cannot be doctrinal papers created by politicians and changed all fewer years. Capacity building by our army must take place in the long term, based on very deep analyses," the general pointed out.

Can Russia attack tomorrow?

Participants of these discussion panels agreed that Russia is simply a threat to both Poland and NATO. A heated discussion, on the another hand, raised the issue of plans for the future of our east neighbour and erstwhile he will be able to attack another country. According to any people active in the discussion, Russia will regain military possible in 3 to 5 years. However, according to General Rycerski, be very careful in specified estimates. "We do not have full data on this subject and we should not think in specified time perspectives," he observed.

Colonel Piotr Lewandowski, lecturer Territorial Defence Military Training CentreHe didn't hide his fears in that respect. “We cannot talk about the fact that after the end of the war with Ukraine Russia will reconstruct its abilities. She did not lose them, she inactive has them," he said. He besides highlighted Kremlin's policies to fuel pro-war sentiments. As an example, he described “the immense salaries of soldiers who would not quit on them erstwhile they returned home.”
– We can't put our defender down with opinions that we're about old before Russia gets back on its feet. We must be aware that there is already a war spectrum behind the threshold – 1 of those listening to the panel discussion commented.

Golden triangle

The last, 3rd of the planned discussion panels, was named "Science - Armed Forces - Defence Industry". Although this subject did not make specified emotions as the war in Ukraine, the participants of the debate had very interesting insights about the alleged golden triangle, that is, cooperation on the science-military-industrial line. Importantly, erstwhile discussing the weaknesses of these relations, each organization was able to make a critical assessment of the environment it represented.

Dr Jacek Wojtanowski, prof. Military method Academy, admitted that 1 of the biggest problems of the university is that many employees concentrate on alleged points for technological publications alternatively than research. – It is not beneficial erstwhile investigation laboratories are turned into farm points – he assessed.

On the another hand, General Mitrzyga pointed out that universities have immense possible and interesting investigation results, but ... – So what if we, the army, of an excellent part of them do not know. Open your labs for us, let us in – he appealed to scientists. At the same time, he agreed that the military must be more curious in what discipline and manufacture does.

Representative in Panel industrial website manager Mariusz Korczyński, from Jelcz, pointed out that many economical operators seem to be easy to work for the army and can be compared to civilian production. - It's definitely not. The military has strict requirements, regulations and standards that must be met. Contrary to appearances, not all entity is able to cope with them – he argued.

The subject that frequently rewinded in the discussion and caused controversy was the issue of communication. Many interlocutors stressed the request for the military to clearly identify their needs. Grzegorz Trzegak from Squadron sp. z o.o. expressed a very interesting opinion on this issue. According to him, although the military may have problems knowing precisely what it expects, this should not relieve scientists or companies of the work to search fresh solutions.

– Let's not say individual didn't do something. Let's just admit we didn't do something. And then just... let's act – he summarized.
