Five Black Hawks and a half crew. Hangar full, pilots missing

Easter Sunday. There's a fire in Biebrza National Park. The Fire Department is rapidly mobilizing and fighting fire. There are 5 helicopters at Biebrá, including the police Black Hawk. Why only 1 erstwhile the police have 5 in the hangar? due to the fact that only 3 police pilots are authorized for this kind of machine, and 1 crew consists of 2 pilots.
