AKO'S gathering WITH MORAWICK PREMIER

1. Opinion-making environments

In May 2023, I published a text entitled “Opinion-making Environment vs. PiS’ with the subheading ‘We request to change shepherding policy to partnershipIt’s okay. ” It was a sociological study, in which I presented how the fundamental environments that form public opinion in Poland, i.e.: journalistic, cultural, educational, legal and scientific-academic circles, have relations with the Polish Law and Justice. These political environments are divided in the same way as the full society, but they are dominated by resentment and even hostility towards the Law and Justice. In this study, I stressed the importance of these groups’ positions in the overall situation in the country, and wondered why the Law and Justice Service completely ignores this position. I treated my text as an alarm to the management of the Law and Justice before the upcoming parliamentary elections. I felt that it was essential to enter into dialog with these environments due to their importance in the elections. In the summary of the text, I wrote:

"The opinion-making – scientific, legal, educational, cultural creators, journalists ... – are not partners for power. They do not discuss the recognition of problems and their future solutions, but, like the remainder of society, they are informed of decisions with the anticipation of support. It is not a partnership policy but a shepherd policy and it leads to an expanding distance between these environments and power. Nobody wants to be treated as a subject. With expanding concern, I am observing the increasing aversion to the current power in these environments and I am anxiously awaiting the result of the elections. Isn't there any chance of winning the PiS in cities?

This can be lamented, but all channels of direct communication between the government and voters have been broken. Voters only learn about the intent of power erstwhile the decision is made and individual in power announces it in the media. Then the opposition journalists give her their interpretation. On the another hand, the authority only learns about voters’ opinions erstwhile it decides to give an interview, conduct a poll or observe street protests. The current pre-election meetings will not change this. They are of course of political and propaganda importance, but this is not how the country's improvement programme is created, and this is not how an opinion-making environment is brought together.

The ruling squad behaves to society as a good shepherd towards a flock of sheep. The good shepherd himself knows what is good for the sheep and does not ask them at all. All decisions concerning the improvement and future of the country are born in the privacy of ministerial offices and, after their adoption, are announced ex cathedra. There is no place in this policy for the technological community to talk out. No 1 even asks for the opinion of specified reputable institutions as the Polish Academy of Sciences or the ultimate method Organization. It is simply a kind of scandal that no 1 asks about the opinion of the Institute of Aviation in their efforts to rebuild the previously liquidated Polish aviation industry, and subsequent housing improvement programs are always prepared in the privacy of the cabinets and no 1 will come up to the opinion of the Institute of Construction Technology. In this area, which is so crucial for demographic problems, disaster is widely seen. A comprehensive analysis of the past and causes of this disaster has late been presented in the article “Reactivation of the Housing Problem” [[1]]. No wonder, then, that specified ignoring the technological community gives emergence to a feeling of humiliation and aversion to the “shepherd”.

Unfortunately, my alarm was completely ignored. The organization that ruled for 8 years not only did not take any action to change the situation, but did not even carry out any analysis of the causes of the situation and effort to realize it. Until election day, the ruling organization acted as if there was no problem at all. After losing power, nothing has changed in this matter. There is inactive no interest in the reasons why opinionative environments are hostile to the Law and what can be done to change the situation. The management of the PiS acts as if it believes that the next elections this time - against the opinion-making environment - will win. How is this expected to happen erstwhile these environments will never emigrate entirely due to the fact that they have the right to live in Poland as they all do and will proceed to form the social opinion?

2. technological and academic environment

Ignoring social opinion-forming environments for 8 years of power was a terrible mistake, and I considered it most damaging to ignore the technological and academic environment. In shaping its country's improvement programme and rebuilding its infrastructure, even the most crucial economical decisions did not precede consulting these environments. It should be stressed that the environment is the most educated, with the highest qualifications and authority in the global technological environment. Meanwhile, neither the Polish Academy of Sciences nor the Chief method Organization were always asked for opinions in the most crucial engineering and economical decisions.

3. Attempts to Meet AKO

I thought losing power would be the event that would make it possible to change the management of the Law and Justice to cooperate with the technological and academic community. Therefore, a year ago I started to search the gathering of erstwhile Prime Minister Mateusz Morawiecki with the AKO, i.e. the Academic Civic Clubs named after president Lech Kaczyński. There are these clubs in Poland 11. They have their office in Poznań, Krakow, Łódź, Warsaw, Gdańsk, Katowice, Lublin, Toruń, Olsztyn, Wrocław and Szczecin. This is the patriotic elite of the technological and academic community in Poland. The oldest and largest of the clubs was created in 2011 in Poznań and has been directed by prof. hab. Stanisław Mikołajczak from UAM [[2]]. After talking to Mrs Margaret Wassermann about the gathering of Prime Minister Morawiecki with the AKO clubs on 8 February 2024, I sent a letter to Prof. Mikołajczak, in which I wrote:

In many of my speeches and publications I raised the issue of the deficiency of cooperation between the ruling organization and the Government of the Republic with the technological and academic community. I specifically pointed to the Lech Kaczyński Academic Civic Clubs. To my surprise, the substance yet reached the Prime Minister Mateusz Mazowiecki, who expressed his desire to meet and discuss with Academic Clubs

Citizens. Mrs Margaret Wassermann wants to be active in organising specified a meeting. It would be good for AKO representatives from another centres to participate in the meeting. specified a gathering seems very crucial to me, as it creates an chance for the AKO environment to establish permanent cooperation with the erstwhile Prime Minister and 1 of the leaders of the largest organization in Poland. I think it could be quite a few good for our homeland. possibly it would be possible to organise a legislature of Polish Science. In consequence to my letter, Prof. Mikołajczak wrote on 12 February that he invited the Presidents of the AKO to a gathering in order to prepare a substantive gathering with Morawiecki. On 13 February, Prime Minister Morawiecki sent the following letter to members of the AKO –

"Dear Professors,

The AKO environment has always stood decisively on the side of the Polish state's right, sustaining the spirit of patriotism and love of freedom in technological circles and carrying on its shoulders the mission of critical look at any effort to separate reality from objective, humanistic values.

Now this mission is peculiarly important, and the function of the AKO cannot be overestimated. I am aware that in fresh years we have failed to adequately accomplish all our goals towards the technological community, and I personally draw the consequences. All the more reason I realize the concerns about the future actions of the current government. That is why we must meet them and start a discussion before its subjects are imposed."

The correspondence presented shows that both the AKO environment and Prime Minister Mateusz Morawiecki approved the proposal for a gathering and discussion. Unfortunately, the Prime Minister's wellness problems were postponed at the time of the gathering by respective months and yet it did not happen until 11 June 2024.

4. Preparation for the meeting

On 22 May 2024, the Prime Minister's Secretariat confirmed that the date of the gathering was set at 12:30 p.m. on 11 June and that the gathering would be the seat of PiS at 84/86 Nowogrodzka Street in Warsaw. On the same day I gave this information to prof. Mikołajczak. In my letter to him, I wrote:

"The gathering programme must be prepared. The program should guarantee that all issues affecting the academic community can be addressed... The top danger I see is that the gathering will be unproductive. So that it does not limit itself to giving an opinion, then the assembled will go home, and the full gathering will not benefit. In order to prevent this from happening, we request to draw up the requests and conclusions that come into the meeting. Can you choose the proposal committee? It is essential to find the expectations for the Prime Minister of the academic community and the expectations for the academic community of the Prime Minister. At the end of the meeting, further action should be agreed with the Prime Minister. First of all, establish the next gathering with the Prime Minister and how the proposals have been implemented. It may be worth choosing a squad of respective people who could practically supply cooperation between the AKO and the Prime Minister. 1 of the tasks of this squad would be to prepare further meetings."

In his answer of 10 June 2024, Prof. Mikołajczak gave a list of people to represent the individual AKO Clubs, he referred to the proposal of the gathering program by writing:

In the program 2 points: Prime Minister's expectations and our expectations.... In our ranks, there is simply a large sadness about the deficiency of interest in us as a group representing support for PiSu on the surfaceIt’s okay. ”

That same day, I wrote in my words:

‘Thank you for the information. The 2 gathering points indicated by you are the most important. If the discussions are rapidly exhausted, I have prepared proposals for a somewhat more detailed topic. I'm uploading them in. I hope that they will become a mess for the next gathering with the Prime Minister and a basis for many analyses in the AKO environment."

External relations

1. Relations with the European Union

Poland either accepts the European Commission's proposals without protest, or it is protesting but inactive accepts the European Commission's proposals. There are unknown cases where the European Commission has to debate Poland's proposals. A Polish programme for the European Union needs to be developed, agreed with partners and sought acceptance by another EU countries.

Poland should denounce the Lisbon Treaty and request the return to the Treaty of Nice. Password, good or dead. All agreements with the EU that are harmful to Poland should besides be said.

2. Relations with Visegrad Group V4

Relations with Visegrad Group V4 countries should be a precedence in the global policy of Poland. These are our neighbors, political allies and economical partners. Economic relations must not be hindered by the fact that each of these countries has different interests in any areas (e.g. relations with Russia). First of all, the integration of transport, energy, communication and any another infrastructure ("Polish Unie’ 2022)[3]. Joint economical undertakings should be established. With or without EU funds. The most crucial is to make the anticipation of financing V4 business ventures from V4 own resources. 3. Relations with the countries of the Mediterranean

Active cooperation between V4 countries and the integration of their infrastructure will immediately lead to a revival of economical relations with Bucharest's 9 B9 countries and the 3 Sea Initiative 3SI countries, followed by all the Trimorese countries. Gradually, institutions common to these countries will begin to be established and the thought will gradually be implemented Free Sea Charter. The bilateral and group agreements between these countries will lead to expanding cooperation within the Inter-Mediterranean framework. The condition is to keep the freedom of each of these countries to conduct their own global policy and to take care of their own interests, if this does not affect the interests of the another countries of the Inter-Mediterranean.

4. Relations with Ukraine

We will not change the past of our relation or the fact that we are and will be neighbors. Cooperation rules must be developed together and a number of bilateral agreements must be established to regulate cooperation in circumstantial economical areas. The condition is the consent of the Ukrainian authorities to exhume and worthy of burial of victims of the Volyn massacre. It should be remembered that the victims remainder not only in the erstwhile volyński voivodship, but besides in another provinces – Stanisławowski, Tarnopolski and Lviv. A list of places of execution and victims for Stanisławów and Lviv provinces must be prepared. Model work:

5. Relations with the USA

National safety depends on relations with the US. It is worth raising diplomatic relations to a higher level. Propose joint economical and defence projects.

6. Relations with another countries

Relations with Nordic countries – Sweden, Denmark and Finland deserve peculiar importance. Joint arms and defence programmes must be prepared within NATO integrating the defence systems of these countries.

7. Cooperation with Polonia

All these environments are dominated by aversion or even hatred of PiSu. A sociological analysis of the causes of this relation and the improvement of a programme to repair relations with these environments is necessary. The reluctance of all opinion-making environments towards PiSu excludes the reconciliation of the majority of society for the Law and Justice. The power of the Law and Justice is not curious in the opinions of these communities (“Opinion-making Environment vs. PiS’ 2023* * The Law and Justice is leading a “shepherd policy” towards society as a full – the shepherd of a flock of sheep does not ask the sheep for their opinion, due to the fact that he himself knows better what is good for them. But it's humiliating for opinion societies. These environments require a non-paste policy, but partner.

10. Relations with the technological and academic community - NA

According to ZUS average wage · in the first 4th of 2024 - PLN 8147.38, · in the 4th fourth of 2023 - PLN 7540.36. The basic wage of the university prof. increased from 1 January 2024 by 30 percent from 7 210 PLN to 9 370 PLN. discipline spending in relation to GDP is about 50% of the expenditure in the countries of the alleged old Union.

It is widely believed that spending on discipline is far besides low in Poland, which besides causes material degradation of scientists. But the NA environment, even though it is the intellectual elite of the country, is besides bitter due to its marginalization and depriving the direction of the state's development. Decisions in these cases shall be taken in specified a way as to ignore the "knowledge environment". Politicians, after taking power, feel that “they know everything themselves”, so they do not request to ask for the opinion of the planet of science.”Is the Polish State Needed Science” 2020* * discipline in Poland is treated by politicians as a budgetary "expenditure" as well as preservation of monuments. 5. gathering run

The gathering began on schedule. Prime Minister Mateusz Morwiecek was accompanied by MP Małgorzata Wassermann and his secretary Tomasz Matynia. On the AKO side there were:

My individual was accompanied by the secretary Monika Witakowska-Gedl.

Before the beginning of the meeting, I distributed 10 copies of the above text to the Prime Minister and 9 another participants.The subject proposal for a gathering with Prime Minister MorawieckiIt’s okay. ” After entering the hall of members from AKO Poznań, Prof. Mikołajczak distributed copies of the same text to the another people brought by him. Prof. Mikołajczak chaired the meeting, and the study on the course of the gathering was noted by Piotr Cieszynski. This study is available on the website of AKO Poznań [[4]]. Below are my statements during the discussion.

I briefly presented the most crucial points set out in “Proposals for themes ...’. I pointed out the request for cooperation between the PiS management and the technological and academic community. The Law and Justice have lost power as a consequence of fresh parliamentary elections due to an unfavorable and even hostile attitude from opinion-making environments. The public opinion they formed has caused many voters to vote not so much for the PO as against the Law and Justice. Nevertheless, there is no reflection or analysis on why this happened from the Law and Justice Department. I believe that this is the consequence of an erroneous social policy led by 8 years of the regulation of the Law and Justice. I call this policy "shepherd". A good shepherd does not ask his sheep what they want due to the fact that he thinks he knows best what is good for them. The policy of the Law and Justice came down to ignoring the public opinion and was limited to delivering tangible benefits to individual social groups. specified a policy is humiliating to the intellectual elite of the country, which is the technological and academic environment. Even during the PRL, the environment was treated with greater respect. The PRL authorities presented crucial problems for the country and asked the environment to supply a solution, e.g. on cancer treatment, housing or energy solutions. This took the form of government programs (PR) or ministry programs. The technological and academic community expects its function to be recognised and treated as a partner. But the leadership of the Law and Justice is constantly manifesting – you, people of science, are no good to us. This is despite the fact that the technological and academic community is the bearer of cognition and can play a key function in solving the country's major problems. Prof. Wiesław Binienda's speech at the planet Convention of Polish Engineers, which took place at the Warsaw University of Technology in 2010 (Fig. 1). In his speech, Prof. Biniend presented an offer from 1 of the specialist companies in Ohio, which proposed to build an SMR plant in Poland, i.e. modular atomic reactors. specified reactors drive American aircraft carriers and submarines. Poland would become the maker of specified reactors for the full area of the Trimorz. Another example of ignoring the environment is the refusal of the Government Plenipotentiary for CPK from Marcin Horala to propose cooperation with the NOT National Aviation Section.

But cooperation between the Government and the technological and method environment is besides crucial for Poland's global position. We should modify our presence in the European Union. First of all, say those provisions that are harmful to Poland. Begin efforts to return to the Treaty

An investment binding the V4 group countries could be the Odra-Dunaj channel. It would have large economical importance for the full region. It would let access to the Baltic Sea to the Czech Republic, Slovakia and Hungary. The thought of building this canal is centuries old. It was started in the early 20th century, continued during planet War II. A section of this channel was already built in Poland after the Second War as the Kędzierzyński Canal. In 2020 the Czechs resumed its construction, which was met with support from president Andrzej Duda, but did not bring a backlash in Poland.

In his speech Prime Minister Morawiecki referred, among others, tothe first paragraphs of the text ‘Proposal for themes ...’. He stated that the change in the situation of Poland in the European Union could only happen by leaving the Union. There is no anticipation of returning to the Treaty of good due to the fact that it would require the consent of another countries. Nor does he see the anticipation of deepening cooperation within the Visegrad Group V4, due to the fact that the another countries are politically divided and do not want to cooperate further.

Speaking again, I stated that political and historical differences between countries The sea is obvious, but so are their common interests. These include food, energy, transport, information and communication security... Political differences cannot obscure the need, or even the necessity, for the integration of the countries of the Mediterranean into the expansion and integration of their economical infrastructure. The Odra-Dunaj Canal would guarantee the integration of water transport and the link between the Baltic Sea and Black Sea. Rail transport integration is no little necessary. It should be recalled that the Baltic countries Lithuania, Latvia and Estonia have a rail spacing of 1520 mm, and the another countries of Inter-Mediterranean rail spacing of 1435 mm. The 1520 mm spacing besides has Ukraine, which importantly impedes the transmission of its assistance in connection with its defence against the Russian invasion. Infrastructure issues are besides 1 of the biggest challenges facing the Republic. Everyone knows that due to the decision of the European Union the shipbuilding manufacture in Poland was erased. However, it is not known that as a consequence of a number of another decisions Poland was deprived of all aircraft production facilities. All state plants have been sold and the Polish State has no plant where aircraft could be produced. A fewer years ago, together with a group of aviation professors, we submitted to the government a task to rebuild the Polish aviation industry. It was completely ignored. There was besides a chance for the State to redeem itself for the tiny amount of money previously sold to AERO AT’s private aviation production plant in Mielec. besides this proposal has been ignored. However, the most crucial problem for Poland is the demographic collapse – Poland is dying out. Sociological studies have shown that the most crucial origin of the decline in fertility in Poland is simply a terrible housing situation, which I publically stated “no nest – no chicks“ and what the Minister of Infrastructure Andrzej Adamczyk later said. Without their home, young people will neither marry nor have children. The painful hunger for housing since the end of the Second War was established after the political breakthrough in 1989 with a purposeful policy – the state withdrew from supporting housing and erased all forms of social construction – cooperative, cooperative and municipal buildings were abolished. There are no forms of assistance in obtaining housing for those in need, and the only state action is to aid banks in the hope that they will supply loans to those in request [[5]].

6. Completion

The gathering lasted 2 hours. Unfortunately, it did not bring any breakthrough in the relation between the management of the Law and the technological and academic community. My concerns were met, which I shared in a letter to Prof. Mikołajczak on 22 May 2024 – The gathering was limited to an article of opinion, after which the gathered people went home. Neither cooperation nor permanent contacts nor the date of the next gathering were established. The Prime Minister left the area leaving only a telephone call to his secretary. The another professors in the area who came to meet the Prime Minister from distant cities, the staff ordered them to leave the area immediately, "Because the O.R. needs to be cleaned out.It’s okay. ” I felt embarrassed. Unfortunately, no of the topics raised in the discussion attracted interest from the Prime Minister and he did not express interest in the next meeting.
