The exact rules of election and of vote are described Electoral Code. Article 52(4) reads:
The elector who submits a certificate of voting rights to the committee shall be allowed to vote after having been entered in the list of voters. The right to vote certificate is attached to the list of voters.
Therefore, the certificate in question surrender to the committee before collecting voting cards. A associate of the committee after receipt of the certificate shall add the voter to the list and then issue ballots. Moreover, the voter who has been issued with a certificate of voting rights outside his place of residence is deleted from the list of voters in which he was included. This besides prevents a double vote.
