ZAIKS, artists and smartphone tax. Why do we request a reprographic fee?

The scandal is the fact that we are talking about this reprographic fee at all. I realize that this is not a Polish invention, but besides the force of EU law. But to get around it, it would be adequate to introduce a minimum rate of 0.001% to comply with the directive, without pumping this absurdity.
