The harm results from the Plenipotentiary's Guidelines Government for Disabled Persons. So he ordered to arbitrarily reduce benefits to aged people with disabilities, e.g. 80 years old. It's, of course, age discrimination. And of course there is no basis in the laws. And, of course, 1 day, the Constitutional Court will take care of it.
