North Korea uses the war in Ukraine to strengthen cooperation with Russia, gain combat experience and search to weaken sanctions. Over 11,000 North Korean soldiers were sent to Russia in late 2024. For Poland, this means a more permanent Russian war base and a more dangerous block of states questioning global order.

The war in Ukraine became a training ground for Pyongyang

The war launched by Russia opened up a anticipation for North Korea, which the Pjongjang government had not had in decades: to check people, arms and procedures in full-scale conflict conditions. Prof. Piotr Ostaszewski, erstwhile Ambassador to the Republic of Korea, points out in analysis for Defence24 that Seoul looks at the war in Ukraine primarily through the prism of Russian-North Korean cooperation. It's an accurate shot. For South Korea, the European front has become a direct safety problem on the Korean Peninsula.

The study of the Multilateral Sanctions Monitoring Team, available in the UN library, states that in late 2024 North Korea directed more than 11,000 soldiers to east Russia. They were then to enter the Kursk circuit and enter into action alongside Russian forces. The study besides describes Russian transfers of short-range air defence and advanced electronic combat systems. It's no longer an emergency ammunition trade. There is simply a mechanics for exchanging war cognition and resources.

Russia buys resources, North Korea acquires experience

Moscow needs men, ammunition and unchangeable supplies. Pyongyang wants political, economical and military benefits. Prof. Ostaszewski believes that the overriding goal of North Korean rapprochement with Russia was to bring about the abolition of global sanctions which heavy burden the country's economy. Even without the formal abolition of restrictions, cooperation with Russia may restrict their effectiveness and give the government supply channels.

But cognition can be the most valuable. Soldiers returning from the front bring experience regarding drones, artillery, electronic combat, logistics and activities under constant reflection of the opponent. The equipment may be lost. cognition stays in the army. so reports of the anticipation of Pjongyang sending more soldiers 1 must read as part of a wider process, not just an effort to replenish Russian losses.

Seoul sees a threat closer to his own borders

In May 2025, during the UN safety Council meeting, a South Korean typical said that North Korean weapons and troops had extended and intensified the war in Ukraine, and possible Russian military and technological assistance to Pyongyang poses a direct threat to the safety of the Korean Peninsula. UN relations besides confirm that the strategy of sanctions against North Korean atomic and rocket programmes is inactive in force formally. The problem is its enforcement erstwhile a permanent associate of the safety Council cooperates with a restricted state.

South Korea must so calculate the hazard that its opponent will return from the war better prepared, having more effective air defense, disruptive systems and cognition of the modern battlefield. Diplomacy inactive matters what it proves back talks about Donald Trump's possible encounter with Kim Jong Un. However, talking without severe force and sanctions control will not reverse the effects of military cooperation.

The stakes for Poland are specific

Poland cannot treat the Moscow-Pjongyang axis as a distant exotic. Each arms transport and any additional contingent supporting Russia increases its ability to proceed the war in Ukraine. This prolongs the threat on NATO's east flank, increases the cost of deterrence and forces Warsaw to keep advanced defensive readiness.

There's a second dimension. Russia shows that it can build war facilities outside the West and exchange natural materials and technology for resources needed on the front. Poland's safety policy must respond to a real agreement of forces, not to want for the isolation of Moscow. We request our own ammunition production, air defense, reconnaissance and efficient alliances. Sovereignty costs money, but dependency at the time of trial costs more.

The war in Ukraine gives North Korea a chance to break out of partial isolation and modernization of the army. Russia pays to support what Pyongyang needs most: access, cognition and political cover. For Poland, the proposal is simple. The opponent learns and seeks partners, so we besides must draw conclusions faster.
