As many as 5 candidates came forward to run for president of the National Council of Legal Advisors. The alphabetical order is:

  • Vladimir Chróścik, OIRP Warsaw
  • Andrzej Głogowski, OIRP Kielce
  • Michał Korwek, OIRP Olsztyn
  • Marcin Sala-Szczepiński, OIRP Kraków
  • Bartłomiej Tkacz, OIRP Opole

Objective of the 13th National gathering of Legal Advisors

On the first day, the president of the National Council of Legal Advisors and the Chief Disciplinary Ombudsman was elected. On the second day of the reunion, the committee will elect members of the National Council of Legal Advisors, the Higher Audit Committee and the Higher Disciplinary Court.

The vote for the election of the president of the KRRP preceded the presentation of each candidate. Taking care of the time discipline, each candidate had 15 minutes to present himself. After each presentation, another 15 minutes are provided to ask questions to the candidate by the convention participants.

Presentation of candidates

The first candidate to talk was the current president Vladimir Chróscik.

He graduated from the Faculty of Law and Administration of the University of Warsaw. He has been a legal advisor since 2006 and has been acting for self-government since 2007. He served as the coordinator for IT engineering of OIRP in Warsaw. From 2010 to 2013, he served as Deputy Dean of the territory Council of Legal Advisors in Warsaw. He besides serves as Deputy Dean of the OIRP in Warsaw.

In his speech he spoke about many successes of his current term. He besides presented many plans for the future:

“We must build a modern and open self-government. Take care of smart integration, support all those who want to engage in self-government. We besides request to supply technology to support counsellors in their dutiesIt’s okay. ”

In his presentation he referred to the character of the council council. He stressed that legal counsel is self-government, not corporation. He besides announced the engagement of legal advisers in lawmaking under EU law. 1 of the plans is to open the seat of the CoRR in Brussels.

The second candidate to talk was Andrzej Głogowski representing the OIRP in Kielce.

He graduated from Maria Curie-Skłodowska University in Lublin. From 2016 to 2020, he served as Deputy Dean of the OIRP in Kielce. He then became its dean in 2020-2024. He besides served as a mediator at the Centre for economical Mediation at the KRRP.

  • I realize the challenges facing self-government in modern economical and regulatory dynamics;
  • I like people and respects another views;
  • The president should not combine any functions in local government bodies, unlike most candidates, I will not combine them.

He besides selected 15 main tasks he would like to carry out. Among them were requests to reduce the contribution to the KIRP, warrant the participation of representatives of each OIRP in national authorities, strengthen legislative monitoring, bring about the valorisation of ex officio rates or verify projects in the field of computerisation, promotion and rebranding that will bring savings in the KIRP budget.

The 3rd candidate who presented himself to the audience was Michał Korwek from the Olsztyn OIRP.

Michał Korwek is simply a postgraduate of the Faculty of Law and Administration at the Nicolaus Copernicus University in Toruń. He served as Vice-Dean of the OIRP Council in Olsztyn from 2007 to 2010, and was its Dean from 2010 to 2016. He was elected for the 3rd time as Dean of the OIRP Council in Olsztyn for a word of office of 2024-2028. The talker assured that he would resign if he was elected president of the National Council of Legal Advisors. He pointed out the main points he discussed in his speech:

  • Local government for all legal advisers;
  • Supporting diversity of views and experiences;
  • Respect and cooperation;
  • Professionalism and independence;
  • Action in the interests of the regulation of law and good law

"I believe that the president of the National Council of Legal Advisers should visit each chamber at least twice during his term, meet with the associated councillors and perceive to the problems they have in their work, due to the fact that problems are frequently common to many chambers" – he encouraged during his presentation.

He alleged that promoting the profession of legal counsel was ineffective. The available lawyer search engine is underdeveloped. There are only 2,800 legal advisers in the strategy for 60,000 legal advisers. He besides referred to rebranding and promoting the profession of legal counsel:

"Change of the logo of the National Council of Legal Advisors – is not the most crucial issue, especially since the most costly proposal has been chosen, which has not yet come to fruition today".

Then he spoke Marcin Sala-Szczepiński.

He graduated from the Faculty of Law and Administration of the Jagiellonian University in Krakow. At the same university, he obtained a doctorate in legal science. From 2006 to 2013, he served as a editor-in-chief at the Faculty of Law and Administration of the Academy of Krakow named after Andrzej Frycz Modrzewski. He served as Vice president for the pursuit of the profession of the territory Council of the Chamber of Legal Advisors in Krakow. From 2016 to 2024, he served as dean in the OIRP in Krakow.

Don't ask what your self-government should do, say what you want the self-government to do for you” – he paraphrased from the speaker. The authoritarian government imposes its will. I do not accept specified self-government” – assured listeners.

He assured that he would not restrict freedom of speech, he would not restrict discussion, and specified situations occurred, even at the Extraordinary National gathering of Legal Advisors in 2018. From that minute on, he became even more active in actions for legal advisers. He advocated training at national level. Legal advisers should meet, get to know, forge a common position and solve various problems together.

“You want authoritarian president or you want inclusive self-government“He asked the participants rhetorically.”

The last candidate to talk about his candidacy was Bartholomew Tissuer, representing OIRP in Opole.

He graduated from the Faculty of Law and Administration of the University of Silesia in Katowice. He served as a associate of the KRRP and its bureau in the X and current term. He is presently a associate in doctoral studies.

"Since 2015, I have not found a leader who would point to the local government of legal advisors in the main direction of action. present we face a dilemma that we will gotta kind out in any way – what self-government can do for legal counsel. Without independency in the profession of legal counsel, our profession will never be strong” – told from the platform.

Legal advisors are becoming increasingly hard and request real support. The candidate ensured the activation of legal advisers, the realising of the costs of proceedings and their increase in VAT in all situation, a programme of support for the alleged supervision for members of the self-government (as in England and Wales) or a pension program for legal counsellors (a field of cooperation with the barrister's model of solutions from European countries, as well as national models – operating at least in a notary).

All candidates, with the exception of the current President, in late October called for an open debate of all candidates at the seat of the National Council of Legal Advisors. Unfortunately, this proposal was rejected by the KRRP. During the election, many candidates criticized the current president for the authoritarian kind of conducting his function.

Many candidates have noted the marginalization of women in the structures of self-government. There was besides no female among the candidates for president of the KRRP.

The Overcoming Advantage

The vote was attended by 318 delegates, including 88 from Warsaw. All the votes were valid. The absolute majority was 160 votes.

  • Włodzimierz Chróścik – received 237 votes;
  • Andrzej Głogowski – obtained 51 votes;
  • Michał Korwek – obtained 11 votes;
  • Marcin Sala-Szczepiński – received 10 votes;
  • Bartłomiej Tkacz – won 9 votes.

Chief Disciplinary Ombudsman

On the same day, the Chief Disciplinary Ombudsman was elected. The only candidate was Leszek Korczak representing the OIRP from Wrocław. 301 votes were cast, all valid. The candidate supported 280 people, against 21 people.
