Will Russia rebuild war losses? Mobilization of manufacture and a surge in funds for the army

Ukrainian military intelligence GUR reported that Russia plans to increase its military modernization spending by the equivalent of about $10 billion later in 2022. This coupled with “industrial mobilization” is intended to aid Russians conduct offensive action in Ukraine.
