Why does Poland reconstruct border controls with Germany? Data do not support Tusk's arguments

The Prime Minister claims that the temporary reintroduction of border controls at the border with Germany is due to an increased frequency of return by the German Border defender of people who wanted to enter Germany, but were refused entry. Or did Donald Tusk have a right-wing demagogy?
