Chapter XII. Change of constitution. Article 235.
- At least 1 5th of the statutory number of Members, legislature or president of the Republic may submit a bill amending the Constitution.
- The Constitution shall be amended by means of a bill passed in the same form by the Sejm and subsequently no longer than 60 days by the Senate.
- The first reading of the bill to amend the Constitution may take place not earlier than the 30th day following the date of submission to the Sejm of the bill.
- The Act amending the Constitution shall adopt by a majority of at least two-thirds of the votes in the presence of at least half of the statutory number of Members and the legislature by an absolute majority in the presence of at least half of the statutory number of Senators.
- The adoption by the Sejm of a law amending the provisions of Chapters I, II or XII of the Constitution may take place no earlier than 60 days after the first reading of the draft of that law.
- If the Act amending the Constitution concerns the provisions of Chapters I, II or XII, the entities referred to in paragraph 1 may request, within 45 days of the adoption of the Act by the Senate, a referendum of approval. They shall address the request to the talker of the Sejm, who shall immediately manage the referendum within 60 days of the date of the request. The amendment of the Constitution shall be adopted if the majority of the voters are in favour of this amendment.
- Upon completion of the procedure referred to in paragraphs 4 and 6, the Marshal of the Sejm shall present the bill for signature to the president of the Republic. The president of the Republic signs the bill within 21 days of the date of presentation and manages its publication in the authoritative diary of the laws of the Republic of Poland.
