What thwarted the police's chopper plans?

It appears that the order for the acquisition of fresh helicopters did not proceed according to police plans. The formation was to acquisition 4 Bell 407GXi machines straight from the manufacturer, as part of a free-hand acquisition procedure. However, the negotiations did not seem to have been successful, given that a fresh procedure had just appeared on the Police Headquarters's website to acquisition 4 single-engine helicopters.
