Russia's intelligence services are actively developing their spy network in the EU. Although associate States are trying to prevent this and act in an organised way, many of them have limited operational capacity. There are differences in perception of threats and a deficiency of common trust on the way to cooperation at EU level. In order to make common competences, EU diplomacy may inform the public of the associate States of the expanding scale of threats by publishing regular reports on this issue.
