Disruption of the operation of any of these installations may consequence in serious difficulties for a large number of customers both on a micro scale (final users) and macro (states, companies and companies). The harm or demolition of the most crucial component of specified infrastructure may sometimes be seen as critical to the functioning of the full sector of the economy or the structure of State security. Paradoxically, the ease of harm to the underwater infrastructure is due to the fact that its location is presented on sea navigation maps, which was intended to prevent accidental damage, e.g. by treating the anchor after the bottom in the area of the cable or pipeline. Unfortunately, as events over the last fewer years show, this cognition can and is utilized to carry out sabotage or hybrid activities conducted below the alleged war threshold. This is demonstrated by rather a number of situations of allegedly "accident" and "unintended" harm to elements of marine underwater infrastructure in the Baltic Sea basins. They require decisive action to minimise possible risks to offshore infrastructure and to build an adequate and effective strategy for its protection.
