In a Monday statement, U.S. Treasury Secretary Scott Bessent revealed that Russia was opposed to signing a natural material agreement between the US and Ukraine. He expressed his satisfaction that the agreement had caused concern in Moscow, which he felt was intended to strengthen the United States' negotiating position towards Russia.
