U.S. peculiar Envoy for Ukraine and Russia, General Keith Kellogg, at a gathering in Munich stressed that Europe would not be a direct associate in the negotiations on the end of the war in Ukraine. He pointed out that his task was to gather the opinions of European countries and to include them in the decision-making process.
