USA abolishes restrictions imposed on Poland on AI chips

The American authorities abolished controversial restrictions on exports of advanced chips utilized in artificial intelligence (AI) to Poland and most another countries. This decision, taken only 2 days before the planned entry into force of the fresh regulations, is simply a consequence of intensive treatment of the Polish government and diplomats.

Why did the U.S. retreat from the restrictions?

The U.S. Ministry of Commerce considered that the restrictions imposed by Biden's administration "would suppress American innovation and impose burdensome requirements on companies". The authoritative message besides stressed that maintaining specified barriers "would undermine US diplomatic relations with tens of countries, reducing their position to a second category".

Jeffrey Kessler, Deputy Minister, announced that the administration would implement "a brave, inclusive strategy of American AI technology with trusted countries around the world", simultaneously blocking access to it for U.S. opponents.

Poland among beneficiaries of the decision

Poland, like over 120 another countries, has been subject to the abolition of restrictions. Previously, the fresh regulations divided the planet into 3 groups:

  1. 18 Key Allys (among others, Canada, Australia, Israel) – without limitation,
  2. Over 120 countries (including Poland) – limit of 50,000 chips per year,
  3. Countries covered by the embargo (China, Russia) – a full ban.

Chargé d’affaires of the Polish Embassy in Washington Bogdan Klich welcomed the decision:
"Limitations in the export of graphic processors to Poland suspended after the start of the 'AI Diffusion Rule' cancellation process by the Department of Commerce. Thanks to everyone who regularly raised this issue from the country and the Embassy in talks with Americans”.

What does this mean for Polish technology?

Experts warned that maintaining restrictions could slow down the improvement of advanced AI systems in Poland. The NVIDIA, the largest GPU chip manufacturer, and manufacture organizations criticized earlier regulations, arguing that they limit innovation.

Removing barriers is opportunity for Polish companies and investigation centres to access the latest technologies, which can accelerate the improvement of artificial intelligence, cloud computing and advanced data analysis.
