The United States has submitted a alleged "final" peace proposal to Ukraine, which provides for the designation of Crimea as part of Russia and the unofficial acceptance of Russian control over almost all territories occupied since the beginning of the invasion in 2022. On 23 April, he informedAxios, citing sources acquainted with the content of the proposal.

According to reports, the proposal was included in a one-page paper that American officials presented to the Ukrainian side during a gathering in Paris last week. The paper is referred to as president Trump's "final proposal". The White home is to push for a fast end to the talks – otherwise it is ready to retreat from the negotiation process.

According to Axios' findings, the plan assumes far-reaching concessions by president Volodymyr Zelenski, who previously ruled out the anticipation of Crimea being considered Russian and the legalization of business by Russia of parts of the east and confederate territories of Ukraine.

A origin close to the Ukrainian government reported that Kiev considers the proposal to be highly biased in favour of Russia.

"The paper describes in item the circumstantial benefits for Russia, and only mostly and vaguely refers to what Ukraine would gain," the interviewer stressed.

What Russia would gain according to Trump's proposal:

  • Recognition of de jure by the US of Russian power over Crimea.
  • Recognition of the de facto business of almost the full Lugansk region and parts of Donetsk, Kherson and Zaporosk.
  • Guarantee that Ukraine will not join NATO (although EU membership would be possible).
  • The abolition of sanctions introduced since 2014.
  • Strengthen economical cooperation with the US, especially in the energy and industrial sectors.

What Ukraine would receive:

  • "Reliable safety guarantees" involving selected European countries and possibly from outside Europe (without the US); details of the peacekeeping mission are not specified.
  • Returning a tiny part of the occupied territory of the Kharkiv region.
  • Free shipping on Dniepore on sections along the front line.
  • Compensation and recovery aid (without indicating the sources of funding).
  • U.S. global oversight of Zaporozh atomic power plant, which would formally stay part of Ukraine, but supply energy to both Ukraine and Russia.
  • The paper besides mentions an American-Ukrainian natural material mining agreement, which Trump said was scheduled to be signed on Thursday, April 24.

According to Axios, the proposal was developed after a four-hour gathering of Trump's peculiar envoy, Steve Witkoff, with Vladimir Putin. After this conversation, the Russian president was to propose freezing the front line as part of a possible agreement.

An American authoritative participating in the talks reported that the Secretary of State Marco Rubio and Witkoff worked together on “an agreement framework that could bring an end to the war.”

According to Ukrainian sources, Kiev is now more curious in discussing a 30-day ceasefire than accepting the presented peace plan.

Let us callback that president Trump announced on April 21 that this week he would uncover the content of his peace plan for the war in Ukraine.
