Krzysztof Gawkowski, Deputy Prime Minister and Minister of Digitization and Mykhailo Fedorov, Deputy Prime Minister for Innovation, Education, discipline and Technology improvement and Minister for Digital Transformation Ukraine has signed a memorandum on cooperation in the field of digitisation – we read on the Ministry website. At this point, the question arises as to what intent both ministries will be cooperating on e-government, as well as the improvement of mCitizen and Diia applications. Are the earlier alleged conspiracy theories for the creation of the Ucrotoline state increasingly real? It is besides worth looking at the photograph that comes from the Ministry's pages, where the Polish flag is missing.
The Ministry reported that the main nonsubjective of the partnership between Poland and Ukraine is cooperation in digital technology and innovation, improvement of the IT sector, artificial intelligence, e-government and improvement of mCicietel and Dia applications.
– We signed a memorandum to extend the possibilities of Polish-Ukrainian cooperation. I personally see, and our Ukrainian friends confirm that Polish aid has a real impact on many aspects of the functioning of the Ukrainian population during the war. We will do anything to strengthen our digital support. Ukraine must win the war, and strategical Polish-Ukrainian cooperation will aid accomplish this goal – said Krzysztof Gawkowski, quoted in the Ministry’s Communication.
During his visit to Kiev, Gawkowski noted that the government in Warsaw would proceed to cover fees for satellite terminals. This will let the free usage of communication services by crucial infrastructure facilities in Ukraine to continue.
– Poland is simply a key partner in the digital scenery of Ukraine. In the face of a full-sized invasion, Poland has demonstrated constant support for our digital infrastructure at strategical level. Poland has become the leading supplier of Starlink terminals for Ukraine, making more than 20,000 terminals increase communication and net access for Ukrainians. I am convinced that our partnership will proceed to bring many joint initiatives and crucial projects in the future – stressed Mikhail Fedrow, quoted in the publication.
The Ministry reported that during its visit to Kiev, Deputy Prime Minister Gawkowski besides discussed Poland's function as the main analytical and coordination centre of the Tallinn Mechanism, aimed at strengthening the cooperation of NATO allies in coordinating actions supporting Ukraine in the area of cybersecurity.

From the information provided by the government, it is unclear why both ministries should work on the mCitizen application, which acts as an electronic wallet with papers for Polish citizens. It is not known whether the intent is to sale this application to Ukraine, or to let it to be utilized in Poland by Ukrainians who gain Polish citizenship.
