Ukrainian services to reform. What must change to keep military aid flowing?

The Ukrainian authorities must carry out quite a few reforms in the service if they inactive want to receive military aid from the Americans. Their list went to the office of the president and Prime Minister of Ukraine. And while the media is writing about the fact that the Americans are giving Ukrainians an ultimatum, it is - as the US authorities point out - work proposals, and even a draft, on which work and discussions will proceed at global level.
