Ukrainian Act “On the Basis of National Resistance”

Dear Readers and Sympathists,

observing the exacerbating global situation on the 1 hand, where our neighbour, the Russian Federation, begins to test the consequence of NATO states through a series of provocations starting with the removal by the Russian Border defender of border buoys on the Narva River in Estonia https://www.tvp.info/77697959/hybrid-atak-na-estonie-Russians-usuneli-boje-z-riv-border after making “a vanishing request for a group of Baltic Sea Basin States (including Poland) to decision the sea border https://events.interia.pl/report-Ukraine-Russia/news-disappearing-Russian-document-w-border-Polish-military-alarm,nId,7531553 on the another hand, by observing the actions of “community groups” straight in our country https://twitter.com/WarNewsPL1/status/1794256223285592 We have no uncertainty that it is time for very serious and fast implementation of solutions for the construction of a universal defence system.

For now, the question is how many elements related to the construction of universal defence and whether it will include the civilian Protection and civilian Defence Act at all.

However, we can draw lessons from the actions of our neighbours from Ukraine, who virtually at the last moment, that is, in mid-2021, passed the Act "On the Basis of National Resistance", which entered into force since January 2022, or 1 and a half months before the full-scale aggression of the Russian Federation. In our opinion, 1 of the most interesting elements of this law is the introduction of the full strategy of Territorial Defence, where it was stated, among others, that "Territorial defence shall consist of military, civilian and military-civil components.’
